Brexit Lobbying
Hanover has established a ‘Business Advisory’ team to help clients ‘navigate Brexit’ to ‘protect [their] bottom line’.[1]
Its services include ‘timely intelligence’ and ‘senior strategic counsel’ on matters such as ‘Who should you be engaging with during new negotiations with the EU and what should you be saying?’
Its 'Brexit' lobbyists on hand to help are:
- Charles Lewington, Hanover boss and former press secretary to Conservative prime minister, John Major;
- Christian Hierholzer, MD of Hanover's Brussels office and one-time policy adviser to the former chair of the European Parliament’s Environment Committee, Karl-Heinz Florenz.

- Laura Swire, formerly of the Conservative Research Department
- Andrew Harrison
- Gavin Megaw, ex-head of regional and specialist press at the Conservative Party.
A number of former Hanover lobbyists also now work in May’s government: communities secretary Sajid Javid’s special adviser, Nick King; James Wild, SpAd to defence secretary Michael Fallon; and Ed Jones, SpAd to Health Secretary Jeremy Hunt are all former Hanover lobbyists. Penny Mordaunt, now DWP Minister, also did a stint at Hanover.
Lobbyist Daniel Gilbert has gone full circle, starting at Hanover, revolving into a SpAd role for minister Jo Johnson, and then returning to work at Hanover. Lewington said of Gilbert: “His policy knowledge and understanding of Government will be especially valuable as we go through this unprecedented period of uncertainty following the Brexit vote.”
In March 2017, Hanover also announced it is teaming up with Berlin-based agency Johanssen + Kretschmer to provide Brexit lobbying services to clients across London, Berlin and Brussels.[2]
International lobbying network
In 2015 Hanover established an international network of nine other PR and lobbying firms, called The Ecosystem, to work on 'international campaigns'. The inaugural network included: Akkanto (Belgium), Atrevia (Iberia and Latin America), Dortok Communications (Turkey), Ipse Communication (Germany), Hanover Communications (UK and Brussels), [[Narva (Sweden and the Nordics), [[Noesis (Italy), SPN Communications (Russia, Ukraine and Kazakhstan), Thomas Marko & Associes (France) and Vision Group (Poland).[3]

Controversies, conflicts of interest and the revolving door
'Cash for access'
Hanover was criticised in September 2007 in what was dubbed a 'cash for access' story. A strategy document that Hanover had produced suggested it could organise a trip to Downing Street as part of a £181,000 bid to run the Medical Technology Group, a coalition of industry and patient groups linked to the Association of British Healthcare Industries (ABHI).
According to a report in The Sunday Telegraph, the pitch suggested Hanover would try to secure a picture with Gordon Brown for £5,100. It also claimed that it would seek access to Dawn Primarolo, the Paymaster General. The package was offered for Medical Technology Week, in which a group of patients visits the Treasury, Department of Health and No 10. “We will work to secure photocalls with ministers. The key photocall will be with Gordon Brown,” it says. A document sent to the ABHI also mentions Nicola Murphy, a former adviser to Mr Brown.
Ms Murphy was to join Hanover as an associate director the following month. The pitch says: “As well as ... a five-year spell in the Treasury, Nicola has been working in the Prime Minister’s private parliamentary office for 12 months handling Gordon Brown’s leadership election.”[4]
Revolving door
Many Hanover staffers have backgrounds in politics, or have gone on to become politicians themselves.
In April 2014 former Department of Energy and Climate Change (DECC) policy adviser Alison Woodhouse joined the firm as head of its energy and resources division. A month later Hanover bagged as a senior policy adviser Julia Goldsworthy, who was previously a longstanding Treasury SPaD to Danny Alexander and former shadow Lib Dem, chief secretary to the Treasury. Goldsworthy has been re-selected as Lib Dem candidate for Camborne and Redruth, a seat she lost by just 66 votes to the Tories in 2010. [5]
Former Hanover associate Penny Mordaunt was a minister at the Department for Local Government and Communities from July 2014 until May 2015 when she was appointed as the UK's first armed forces minister.
Lobbying for frackers

Hanover handles one of the UK's most high-profile fracking firm accounts for Cuadrilla [6]. It was previously hired by shale gas explorer Tamboran Resources. (Both companies also used other lobbying firms at various points.)
The official UK government registrar for lobbying shows Hanover as having recorded ministerial contact for Cuadrilla as a client for all quarters since April 2015 to the quarter ending March 2017. [7]
It also lobbied for other members of the now-defunct All-Party Parliamentary Group on Unconventional Oil and Gas (APPGUOG) such as Tata Steel. In July 2015 former DECC civil servant turned Hanover energy resources head lobbyist Alison Woodhouse attended an APPGUOG meeting.
Lobbying for the booze industry
In Sept 2007 drinks giant Diageo hired lobbying firm Hanover Communications as its retained UK public affairs agency, to help it in what Diageo described as "challenging policy environment" - The Government was stepping up its efforts to curb binge-drinking. Diageo is thought to be paying Hanover at least £100,000 a year. Hanover MD Charles Lewington said: ‘We will be helping Diageo to raise awareness of its responsible-drinking activities in government. We will also be advising on ongoing discussions with officials about the best way of promoting responsible consumption.’[8]
Lobbying for bankers
In April 2011 the Association for Financial Markets in Europe (AFME) secured Hanover to raise its profile across Europe. Formed in late 2009, the AFME lobbies national and international governmental institutions on behalf of the financial industry against what it deems to be unnecessary regulation. The account is thought to be worth in excess of six figures annually, and was to be led by director Laura Chisholm. [9]
In October 2010 Goldman Sachs appointed Hanover as 'fresh agency backing in the UK to help it to keep abreast of the coalition government’s plans for the banking sector" according to Public Affairs News. Hanover worked alongside Lexington Communications providing UK political consultancy, and Cicero Consulting, which provides Goldman with EU monitoring. Leading the account for Hanover is senior account director Laura Chisholm.[10]
Lobbying for education 'reformers'
Hanover has a history of working for corporations in the education industry: privately-operated school chains; publishers and IT companies. Clients in 2015 include: Hachette, the huge global educational publisher; and Microsoft, a longstanding client; and PricewaterhouseCoopers.
Previous clients involved in the schools market include: GEMS Education (a declared client 2012-13); Pearson UK (a client in 2011); Edison Learning (2011); Edexcel (2010); BPP (2010).
Sarah Pearson led education projects at Hanover before becoming Director of External Relations at the New Schools Network in June 2013.[11]
