Shulom Cik (born August 1962) is an American-born British resident businessman and charity trustee prominent in the Orthodox Jewish community in London. He serves as Chair of Talmud Torah Education Limited, the proprietor of the Talmud Torah Yetev Lev school in Hackney, and as trustee of Vyoel Moshe Charitable Trust and United Talmudical Associates Ltd.[1][2][3] Cik directs at least 17 companies, primarily in property development, investment, and education-related ventures. His school-related activities have been linked to Ofsted criticisms of governance and standards at Talmud Torah Yetev Lev, while his business ventures have faced planning enforcement issues.

Cik is Chair of Talmud Torah Education Limited, proprietor of Talmud Torah Yetev Lev (Hackney), a boys' independent day school for ages 2–12 in the Satmar Orthodox Jewish community.[4] The school, opened in 1965, has 883 pupils across multiple sites (111-115 Cazenove Road main; additional buildings at 112 Cazenove Road and 2-6 Chardmore Road). Ofsted inspections have highlighted governance failures under Cik's proprietorship:
November 2016 progress monitoring: Unmet standards in curriculum (no policy, no technology, no protected characteristics teaching); safeguarding weak; literacy/maths poor; leadership lacks urgency.[4] May 2022 progress monitoring: Continued unmet standards in education quality, literacy/maths; safeguarding records incomplete; overcapacity breach (962 pupils vs. 567 registered); unreported building changes; governance lacks scrutiny; no website; policies on request only.[5]
The school promotes British values but fails to teach all protected characteristics due to community expectations. It is subject to DfE restriction preventing new pupils.
Business ventures and issues
Cik directs property companies, some of which have faced planning enforcement. In 2023–2024, Palmcourt Limited (where Cik is director) appealed a Hackney Council enforcement notice for unauthorised air conditioning units at 122 Cazenove Road (used as school premises). The appeal succeeded partially on 15 March 2024, extending compliance time to September 2024 for children's benefit, but upheld harm to conservation area and noise disturbance.[6] No other major controversies are documented for his ventures; they primarily involve property investment and community infrastructure.
