Inquiries

Double defaulters class inquiry (2013–14)

On 20 September 2013 the Commission opened a class inquiry into charities that had failed to file annual documents for two or more of the previous five years. Vyoel Moshe was included. Trustees told the Commission in May 2014 that delay was due to voluntary work leaving little spare time. The 4 August 2014 statement found mismanagement and misconduct in failing to file, rejected that explanation as a legitimate excuse, and recorded that two sets of accounts were then filed, putting over £1.8 million of income onto the public register.[2]

Statutory inquiry (2015–16)

After leaving that class inquiry the charity again failed to file (year ending 31 March 2014). A statutory inquiry under section 46 of the Charities Act 2011 opened on 25 February 2015. Trustees had delegated filing to one person whose personal circumstances delayed submission; records were said to be time-consuming to prepare. A section 84 order directed outstanding information to be filed. The 20 May 2016 report found mismanagement and misconduct for failure to file in accordance with charity law, and noted that accounts for the year ending 31 March 2015 were submitted within the deadline for the first time in nine years, with some £2 million of income then accounted for on the register.[3][6]

Class inquiry into cashed cheques (open)

The register carries a regulatory alert that the Commission has opened an inquiry into the charity, linking to the announcement of the next phase of the investigation into 105 charities connected to a company cashing cheques. No separate published finding on this trust within that inquiry was identified as of 15 September 2026.[1]
