Turkish Friends of Chabad, Inc. (TFoC) is a Miami Beach foundation whose main purpose, judging by its grants, is to fund Chabad-Lubavitch in Turkey. It received grants of $924,332 from the Korf Family Foundation and the Laber Foundation between 2008 and 2021.[1][2] The Forward (critical) reported that Chaim Schochet, brother-in-law of Mordechai Korf, had made a gift of $7,200 to it.[3]
Registration
The IRS Business Master File lists TFoC at 1140 Alton Road, Miami Beach, care of Menachem M. Chitrik, with a ruling date of July 2006. It is classed as a private non-operating foundation, and reported assets of $7,227,639 in its latest return.[4] It filed Form 990-EZ or 990 as a public charity for 2010–2012 and Form 990-PF from 2013.[5] The Florida register (no. N05000007250) names Obadia M. Schochet as registered agent, at an address in Miami Beach 33139.[6] Its returns list Menachem M. Chitrik (also filed as "Chitrick") as president and then director, and Obadia Schochet as a director from 2010 to 2024.[5]
Editor's note: Menachem M. Chitrik is probably the Istanbul-based Rabbi Mendy Chitrik, but no filing seen says so, and this page does not identify them.
Grants to Turkey
TFoC's 990-PF returns report grants mainly to "Chabad of Turkey" and "Chabad of East Istanbul" (or "Eastern Istanbul"), and in 2020 a grant of $348,250 to Neve Shalom, the Istanbul synagogue.[5]

Funding from the Korf and Laber foundations
Status: allegation. In 2020 the US Department of Justice filed civil forfeiture complaints alleging that Ihor Kolomoisky and Gennadiy Bogolyubov defrauded PrivatBank in Ukraine, and that their associates Mordechai Korf and Uriel Laber "created a web of entities, usually under some variation of the name 'Optima,' to further launder the misappropriated funds".[7] Korf and Laber are claimants in those cases, not defendants. They deny any wrongdoing, and no criminal charge against either man has been found. The Forward reported in 2020 that "there is no evidence that any of the recipients were aware of the two men's connection to the laundering".[3] This page has found no authority that accuses Turkish Friends of Chabad of wrongdoing, and no source that traces any of the alleged proceeds to it. The grants below are lawful grants as the Korf Family Foundation and the Laber Foundation reported them to the Internal Revenue Service. They are not evidence of tracing. The full account is on Chabad and Ukraine.
Every grant to Turkish Friends of Chabad listed on the 990-PF returns of the two foundations is set out below, year by year. Tax years end on 30 November. The figures for the tax year ending November 2006 are those on the amended returns, which the foundation pages cite; the original returns gave slightly different amounts.[8][9]

Comparison with TFoC's own Schedule B
As a private foundation, TFoC must name its large donors on a public Schedule B. In every year from 2013 to 2022 it lists "The Korf Family Foundation" as a contributor.[5] Observation: the amounts do not match the grants that the Korf Family Foundation reported paying to TFoC. Its returns show no grants of any kind for the year ending November 2018, and no grant to TFoC for 2019–2020. Its last return was for the year ending November 2021.[22][23][2] The two foundations' years end a month apart, which explains some of the difference but not the gifts recorded after 2017. No explanation has been found. This is a discrepancy between filings, not a finding of wrongdoing.
| Year | Korf Family Foundation 990-PF: grants to TFoC (year ending 30 Nov) | TFoC 990-PF Schedule B: contributions from "The Korf Family Foundation" (year ending 31 Dec) | Note |
|---|---|---|---|
| 2013 | $166,000 | $148,000 | |
| 2014 | $50,000 | $59,000 | |
| 2015 | $38,000 | $29,000 | |
| 2016 | $14,000 | $14,000 | |
| 2017 | $1,800 | $8,800 | |
| 2018 | — | $12,000 | no grants of any kind reported |
| 2019 | — | $0 | listed as a contributor with an amount of $0 |
| 2020 | — | $13,000 | |
| 2021 | $3,600 | $33,400 | |
| 2022 | — | $18,000 | Korf Family Foundation filed no return (final return was for Nov 2021) |
Other organisations listed on TFoC's Schedule B include Friends of Lubavitch of Florida ($5,000, 2014), Chabad of Mid Miami Beach ($5,000, 2015) and Colel Chabad ($7,700 in 2016; $198,173 in 2023). In 2016 a single contribution of $4.8 million, from the Riva Chitrik IRR Trust (see below), made up almost all of that year's income of $4,871,967.[5]
The Forward dated Chaim Schochet's $7,200 gift to 2014. On TFoC's return it falls in the year ending December 2013.[3][5]
Donors named on Schedule B
The tables below list every contributor named on the Schedule B attached to TFoC's 990-PF returns for 2013 to 2024, apart from the Korf Family Foundation, which is shown above. Names and amounts are given exactly as filed, including spelling variants and entries filed with an amount of $0. Donors' addresses are not reproduced.[5] Between 2017 and 2024 the returns list a director named Mendel Schurder; a donor named "Mendy Schurder" (2014–2015) and "Schurder Mendel" (2023) also appears.[5] The returns also list "Zalman Schochet" (2013–2019) and "Schneur Z Schochet" / "Schneur Zalman Schochet" (2021–2024) under different addresses; they are kept as separate entries because the filings do not say whether they are the same person.[5]

Editor's note: contributor numbers on some Schedule B lists skip (for example, nos. 3 and 5 in 2016); the e-filed data for those numbers contain no name or amount. Being named on Schedule B records a gift; it says nothing about the donor's motive or knowledge.
The Riva Chitrik Irrevocable Trust
The largest single gift in TFoC's history is the $4,800,000 recorded on its 2016 Schedule B from the "Riva Chitrik IRR Trust", with a Brooklyn (NY 11213) address.[5] New York City Department of Finance records list the "Riva Chitrik Irrevocable Trust dated Dec 20 2012" as the owner of a house in Crown Heights, Brooklyn (NY 11213), with an estimated market value of $2,242,000 in 2023.[24] From 2019 TFoC's own balance sheet lists an "Investment in Riva Chitrik Irrevocable Trust" among its assets:[5]
| Year ending | Book value |
|---|---|
| Dec 2019 | $148,108 |
| Dec 2020 | $148,108 |
| Dec 2021 | $769,459 |
| Dec 2022 | $698,615 |
| Dec 2023 | $981,396 |
| Dec 2024 | $1,009,593 |
The trust's name matches that of Riva (Rivkah) Chitrik (née Karasik, 1930–2026) of Crown Heights, who with her husband Tzvi Hirsch Chitrik was sent by Menachem Mendel Schneerson to Brazil in the early 1950s as an emissary. She died on 28 September 2026; her funeral and shiva were held at the same Crown Heights address that the city's records give for the trust's house.[25][24] Chaim E. Chitrik, a TFoC director from 2017, is listed on the 2020 return at that address.[5]
Editor's note: no filing seen states who created the trust, who its trustees or beneficiaries are, or how TFoC came to hold an investment in it. The identification above rests on the matching name and address only.

Earlier returns (scanned filings)
The tables in this section are taken from the page images of the organisation's returns for the years ending December 2008 to December 2009, as filed with the Internal Revenue Service and held by ProPublica Nonprofit Explorer.[26] Each year's return is cited in the Source column. Figures are as filed, unaudited and unadjusted. A figure that cannot be read on the scan is marked not legible; a dash means that no amount was entered or that the line does not apply.
Editor's note: these figures were transcribed by eye from image scans of the returns. Totals were checked against each return's own arithmetic, and uncertain figures were re-checked against the page images, but single figures should still be checked against the scans before being quoted.
