Funding in Israel

  • Year to 31 March 2025: no grants; the charity carried out no activities because of the statutory inquiry.[18]
  • Year to 31 March 2019: the report says the trustees contributed to Yad L'Achim, "this well established educational charity in Israel"; no amount is given, and the main project described is in Pinsk, Belarus.[19]

Israeli partners

Yad L'Achim, described in the 2019 accounts as an "educational charity in Israel which supports women and children who find themselves in difficulty often following marriage breakdown".[19] The Guardian reported that Barry Marcus "lives between the UK and Israel".[20]

Activity beyond the Green Line and support for the IDF

Findings are graded by confidence. "Partner" findings concern the Israeli recipient organisation, not proven use of UK funds.

Evidence of activity beyond the 1949 armistice line
Finding Confidence
The 2019 accounts name Yad L'Achim as an Israeli recipient but give no place or amount; no place in Israel is named in the other sources read for this profile.[19][18][20] Not established (recipient named; country only)

Support for the IDF: No IDF or military funding is stated.[18]

Controversies and conflicts

Charity Commission register

  • Statutory inquiry and interim manager. The Commission's inquiry, opened on 23 June 2023, covers the trustees' compliance with their duties, financial controls, possible misconduct or mismanagement, and the "administration and oversight of grants"; the register shows that an interim manager has been appointed and that an inquiry has been opened, and the 2024/25 accounts say "The inquiry has not yet been concluded".[32][33][18]
  • National Crime Agency investigation. The Guardian reported on 5 April 2024 that Rabbi Barry Marcus had been "entrusted with the funds by Dalaid ... and the Schwarzschild Foundation", that the NCA's investigation began in October 2022, that the NCA applied for four account freezing orders over funds totalling £1,183,072, and that on 31 January he agreed to give back "more than £2m" (the headline gives £2.35m); it said "Both charities said they did not know" he had failed to distribute the funds, and that the Commission's inquiries were examining "whether trustees have financially benefited".[20] The 2024/25 accounts say that in 2022/23 "the trustees had become aware of a related NCA investigation and had been contacted by the Charity Commission. The trustees co-operated with both bodies."[18]
  • Income and spending figures. The register records income of £924,976 and spending of £840,056 for the year to 31 March 2022 (reported by Civil Society as £925,000 and £840,000) and income of £666,780 and spending of £960,604 for the year to 31 March 2023.[3][34]
  • Director's name. Companies House records one director's name as "LEVENSON, Noami Deborah" and the secretary as Naomi Deborah Levenson.[35]
