Clock Tower X LLC is a US digital strategy company wholly owned by the former Donald Trump campaign manager Brad Parscale. It registered under the US Foreign Agents Registration Act (FARA) in September 2025 to run a US campaign for the State of Israel as a subcontractor of Havas Media Germany.[1] By March 2026 it had received $15 million from Havas Media Germany and had passed about $13.1 million on to other firms.[2] Havas work orders filed in 2026 raised the contracted digital-advertising budget to $4.5 million a month to the end of 2026.[3][4]

The campaign is known from FARA filings and from reporting by Responsible Statecraft, The Intercept and the Quincy Institute for Responsible Statecraft. It aims content at Generation Z and at Christian and conservative audiences. It runs a network of websites built to shape answers from AI chatbots, and a texting operation under "peace" group names.[5][6][7]

Registration and ownership

Clock Tower X registered with the FARA Unit of the US Department of Justice on 18 September 2025 (registration number 7649). It described itself as a Delaware single-member LLC organised on 11 June 2025 and wholly owned by Bradley Parscale. It named two foreign principals: the "State of Israel", at 9 Yitzhak Rabin Boulevard, Jerusalem, and "HAVAS Media Network", at Lindleystraße 8c, Frankfurt. The stated purpose was "strategic communications, planning, and media services in support of Havas' engagement by the State of Israel to develop and execute a nationwide campaign in the United States to combat antisemitism."[1]

A later supplemental statement said the State of Israel had been listed as a direct principal "in error". That listing was terminated on 13 October 2025, leaving Havas Media Germany, acting for the Israeli state, as the principal.[2]

Contracts with Havas Media Germany

The registration attached a services agreement with Havas Media Germany GmbH dated 8 September 2025. Its initial statement of work set a fee of $1,500,000 a month for four months. In return the firm was to deliver at least 100 "root" creative assets and 5,000 variants a month, with "At least 80 percent of content... tailored to Gen Z". The work also covered "Integration of narrative messaging into Salem Media Network properties" and at least 50 million impressions a month at a CPM below $2. It included AI search-engine optimisation through the MarketBrew tool, and "Deployment of websites and content to deliver GPT framing results on GPT conversations".[5] The terms were reported in September 2025 by Axios, The Hill and O'Dwyer's,[8][9][10] and in July 2026 by Time, which said "Israel agreed to pay Clock Tower X $1.5 million per month".[11]

Haaretz singled out the contract's "Search and Language Operation", designed not only to promote the campaign on search engines but also to "generate framing outcomes in GPT conversations and AI-based dialogue systems". It wrote that this "may be the first publicly documented case of a state attempting to shape discourse through generative AI systems such as ChatGPT and Claude".[12] (Journalistic.)

Taken together, the filed instruments come to $49.5 million in fees and advertising for the period up to December 2026.[13][3][4] The September 2026 order states that "Havas Germany acts solely in the capacity of a booking agent for the client. Havas Germany is not responsible for the content of the campaigns."[4]

Editor's note: the Quincy Institute gives a projected total of $46.5 million for the Clock Tower X contract.[14] The difference from the $49.5 million above may reflect the November–December 2026 order filed in October 2026, after the Quincy report was published. Amounts actually received after March 2026 will appear in the next supplemental statement.

Money received and paid out

In its supplemental statement for the six months to 31 March 2026, Clock Tower X reported receiving $15,000,000 from Havas Media Germany GmbH. The payments were $1.5m (24 October 2025), $1.5m (17 November 2025), $3m (11 December 2025), $3m (19 December 2025), $3m (5 February 2026) and $3m (3 March 2026). It reported disbursements of $13,061,802.50 to eight firms.[2]

The same statement reported, as a thing of value, a loan repayment of $750,000 to Brad Parscale on 11 December 2025. Among political contributions disclosed by registered staff, it listed $10,000 from Parscale to Max Miller Victory on 22 December 2025.[2]

The Intercept reported that the filing showed Parscale had "directed $13 million from Israel to several Republican digital strategy firms and allies". It said Portman Road Strategies is run by the Republican strategist Mike Shields, and that 14 of the 18 Clock Tower X team members were staff of Shields's firm Convergence Media.[7] (Critical.) Haaretz reported in July 2026 that payments for digital advertising had tripled to $4.5 million a month in 2026, putting the agreement's value at $40.5 million since September 2025. It said Israel had transferred $15 million in six payments by the end of March, and that Parscale's company had spent about $13 million of it on American subcontractors.[15] (Journalistic.)

Websites, chatbots and texting

The supplemental statement lists the websites and channels used for the work. They are the YouTube and Rumble channels "Allies for Peace", thetruthaboutiran.com, allyvia.org, culturavia.org, cognitura.org, econora.org, justorium.org, factsignal.org, paxpoint.org, innovascope.org, compassionpulse.org and feedingyoufiction.com. The languages used were English and Spanish.[2]

Responsible Statecraft reported in February 2026 that Americans were receiving text messages from groups calling themselves "Partners in Peace" and "Friends for Peace". The texts pushed links to Clock Tower X websites and videos, including an "Allies for Peace" video that claimed the narrative of suffering in Gaza was "fabricated content". In one exchange the sender said it was "supported by Clock Tower X LLC on behalf of the State of Israel."[6] (Critical.) The Intercept linked the texting to Sparkfire Technologies, an AI chatbot company. It reported that the websites were also meant to influence AI platforms such as ChatGPT and Claude.[7]

Promotion by the Diaspora Ministry's Iron Web

The Ministry of Diaspora Affairs' "Iron Web" directory lists nine Clock Tower X websites. They are Allyvia, Compassion Pulse, Cognitura, Culturavia, Econora, FactSignal, Innovascope, Justorium and PaxPoint.[16] Clock Tower X filed each site with the Justice Department as informational material. Each carries the notice that it is "distributed by Clock Tower X LLC on behalf of the State of Israel", and the first, allyvia.com, was filed on 25 October 2025.[17] The Iron Web disclaimer nonetheless says the listed sites "are independently operated and are not owned, generated, or directly managed by the Ministry".[16]

Personnel

Short-form registrations and the supplemental statement name the people working on the account. In October 2025 the registrant added Michael Shields, Jesse Stokes, Charles Barbour, David Werner, Tanner Williams, Michael Cullen and Sterling Stavro as subcontractors. Ashley Evdokimo joined as Director of Special Projects and Jill Eibling as Creative Director.[2] Evdokimo's connection ended on 31 October 2025.[18] The Intercept reported that she is also vice-president for communications at Salem Media Group.[7] Mark Ginsberg filed a short form as a subcontractor from 1 February 2026.[19]

Context

The Quincy Institute places Clock Tower X within what it calls Israel's "$1 billion influence campaign". In that campaign Havas acts as the main contractor and subcontracts US firms aimed at evangelicals, conservatives and young people.[14] (Critical.) Responsible Statecraft reported that the work forms part of "project 545", run by Eran Shayovich, chief of staff at the Israeli Foreign Ministry.[6] The firm's Exhibit A for the State of Israel names Shayovich as its Israeli contact,[20] confirming what Responsible Statecraft and The Hill reported in September 2025.[21][9]
