Known for Head of Project 545

Eran Shayovich (also spelled Shayovitch in US filings) has been chief of staff at Israel's Ministry of Foreign Affairs since December 2024.[1] He leads Project 545, the ministry's public-diplomacy (hasbara) programme, named after the NIS 545 million added to its budget for 2025.[2][3] US Foreign Agents Registration Act (FARA) filings name him as the Israeli official dealing with Brad Parscale's Clock Tower X, the church-outreach firm Show Faith by Works and the New York agency Piro, Inc.[4][5][6]

Career

On his LinkedIn profile Shayovich describes himself as "Leading project 545 which aims to amplify Israel's strategic communication and public diplomacy efforts" and as chief of staff at the Foreign Ministry from December 2024. The profile lists earlier roles as a special project manager in the Prime Minister's Office, an adviser to the Minister of Justice, and chief executive of an SEO firm, DigiGuidance.[1] (Self-description; single source.) The Quincy Institute, also citing his LinkedIn page, says that in the Prime Minister's Office he managed "individual and general issues from the events of Oct. 7th in coordination with government ministries and local authorities".[2]

Ynetnews described him in 2026 as "an external adviser brought in by the minister", Gideon Sa'ar.[7] (Journalistic.)

Project 545

The Israeli government approved an extra NIS 545 million for international public diplomacy in 2025. Passport News reported that the increase was agreed as part of the coalition deal between Sa'ar's National Right faction and Likud, and that the plan would cover research, public relations companies, social networks, campaigns, delegations of opinion leaders and campus activity.[3] The Quincy Institute reports that Shayovich "was chosen to lead the effort". It says his team spent six weeks building the programme, meeting 800 people, and then seven weeks "testing the programmability of the different components", according to his Facebook posts.[2] (Critical.) Quincy quotes him as writing in December 2025 that "a 30 percent increase in our budget in less than half a year" had followed successful pilots. It also quotes his admission that "in nine months, it would not be possible to fundamentally change public opinion that had been diverted and misled for many years".[2]

Ynetnews reported, citing senior Foreign Ministry officials, that responsibility for managing the budgets passed to the director-general Eden Bar Tal and Shayovich. It said the two "frequently operated without sufficient coordination with professional staff", sometimes without the knowledge of Israel's embassies. The ministry replied that the 2026 plan and budget "were coordinated with all relevant professional officials" and that "The State of Israel does not conduct 'influence operations' in the United States."[7] (Journalistic; claims from anonymous officials.)

Show Faith by Works reported receiving $2,313,791.50 from the "Israeli Ministry of Foreign Affairs" for its $3.26 million church campaign in the western United States.[8] Responsible Statecraft reported in October 2025 that the campaign "will be overseen by Eran Shayovich".[9] (Critical.) Piro, Inc. holds $1,000,000 in Havas Media Germany work orders, one of them "on behalf of the Israel Ministry of Foreign Affairs".[6][10] The Piro filing names Shayovich alongside the Government Advertising Agency official Guy Getz, which suggests that the Foreign Ministry directs work commissioned through LaPam.[6]

Clock Tower X's Exhibit A for the "State of Israel", filed with its registration in September 2025, also names Shayovich.[4] Responsible Statecraft reported at the time that "The firm's point-person is Eran Shayovich".[11] (Critical.) The Hill reported on 30 September 2025 that Parscale was "primarily corresponding with Israel's minister of Foreign Affairs and Eran Shayovich".[12] (Journalistic.) Clock Tower X later said the State of Israel had been listed as a direct principal "in error", and its contract is paid through Havas Media Germany.[13]
