Havas Media Germany GmbH is the Frankfurt-based media agency of the French advertising group Havas. US Foreign Agents Registration Act (FARA) filings show it as the paying client of at least six US firms working for the State of Israel since 2023. They were hired on behalf of Israel's Government Advertising Agency (LaPam) and the Ministry of Foreign Affairs.[1][2][3] Between October 2025 and March 2026 alone it paid $15,000,000 to Brad Parscale's Clock Tower X and $9,892,335.58 to the Stagwell subsidiary Targeted Communications Global.[4][5]
Its letterhead, as filed with the US Justice Department, names Sven Traichel, Gavin Jonderko, Andreas Lützel, Christian Gaffal and Jan Altmeyer as managing directors (Geschäftsführer). It gives registration at the Frankfurt local court as HRB 57024 and a VAT number of DE 218 608 590.[6]
Work for the State of Israel
Havas's US arm, Havas Media Group USA, has been registered under FARA for Israel's Ministry of Tourism "through LaPam". In May–October 2023 it received about $2.95 million for that work. The money was paid by "HGG HAVAS MEDIA GERMANY GMBH".[7] Haaretz reported in November 2025 that payments for Israel's new US campaigns "are routed through Havas Media Germany GmbH", which "in practice ... serves as an intermediary, executing contracts with U.S. firms on Israel's behalf". It said the documents show that "since 2018, the company has received at least $100 million to promote Israeli tourism campaigns in the United States", and that it also does similar work for other countries, "including several in the Gulf".[8] (Journalistic.) The Quincy Institute cites this Haaretz tally as "more than $100 million since 2018" and describes the firm as "the key cog in Israel's new foreign influence operations", subcontracting US firms aimed at evangelicals, conservatives and young people.[9] (Critical.)
In July 2026 Haaretz reported that since 7 October 2023 Israel had committed roughly $100 million to campaigns abroad, counting LaPam's digital advertising and the US firms registered under FARA, among them the Havas subcontractors listed below.[10] (Journalistic.)

The Havas orders filed by Clock Tower X state that "Havas Germany acts solely in the capacity of a booking agent for the client. Havas Germany is not responsible for the content of the campaigns."[15] The Piro filings name the Israeli officials behind the work as Eran Shayovitch and Guy Getz.[2] The Targeted Communications Global filings identify Guy Getz as Head of the Advertising Department at LaPam.[16]
Contracts with LaPam and disclosure
The Guardian reported in August 2026 that Israeli procurement records show the Government Advertising Agency (LaPam) awarding Havas entities contracts without competitive tender. These were for €33.5 million, €25 million and €15 million in 2019, and €50 million in March 2023 "for the planning and purchase of media abroad". The paper said the 2023 contract expired on 15 March 2024, and that its search of LaPam's published record to 5 August 2026 "found no further award to Havas". It also noted that Havas's US subsidiary, Havas Media Group USA, ended its own FARA registration on 31 October 2025, seven days after Havas Media Germany's first payment to Clock Tower X. The paper said that from then on "Havas ceased to disclose anything, because a foreign principal has no filing obligation".[17] (Journalistic.)
