Show Faith by Works, LLC is a California company. It registered under the US Foreign Agents Registration Act (FARA) on 27 September 2025 (registration number 7653) for the "Israel – Ministry of Foreign Affairs".[1] Its Exhibit A names Eran Shayovich as the official it deals with. Shayovich is the Foreign Ministry chief of staff who leads Israel's Project 545 public-diplomacy programme.[2][3] Responsible Statecraft reported this in October 2025, writing that the geofencing campaign "will be overseen by Eran Shayovich, the Chief of Staff at the Ministry of Foreign Affairs of Israel".[4] (Critical.)
Planned activities
The exhibit describes "Christian outreach through various grassroots and digital targeting of Christians in the western US". It says: "we will create a mobile museum to display at churches, Christian colleges, and Christian events. We will target and distribute pro-Israel information online and through targeted geofencing and digital online tools." The political aim given is "Encouraging Christians to have a more favorable view of the Nation of Israel, and to encourage Christians to visit Israel for tourism purposes".[2] Haaretz reported in November 2025 that the filings pitched "the largest geofencing campaign in U.S. history", mapping the perimeters of every major church and Christian college in California, Arizona, Nevada and Colorado during worship hours, with an estimated audience of "eight million churchgoers and four million Christian students".[5] (Journalistic.)
The attached budget totals $3,258,961: grassroots staff $1,549,000, equipment $424,961, targeted media $685,000, specialist purchasing $550,000 and human-resources administration $50,000. The plan covers California, Nevada, Arizona and Colorado. Equipment includes a towing vehicle and a "Mobile 10/7 trailer", and the project manager is to "coordinate with Marketing digital team and the Israeli Consulate". An "ideal additional budget" of $835,000 would add a second "Mobile 10/7 Experience Trailer" and church resource packages in Utah, Wyoming and Texas. The Havas supplier form sets the "Invoice total: $3,258,961 in 5 equal payments of $651,792", payable August–December 2025, and records a 15 per cent agency commission.[2]
Money received and paid out
The company reported receiving $325,881 on 18 September 2025, from "HAVAS Media", before it registered.[2] Politico reported that "Havas inked a $3.2 million contract with Christian marketing firm Show Faith by Works".[6] Haaretz had reported in November 2025 that the budget "exceeds $3 million, one-tenth of which has already been paid via Havas, though a final contract has yet to be signed".[5] In July 2026 it reported that the evangelical campaign had received about $3.3 million and could eventually be worth $4 million.[7] For the six months to 31 March 2026 it reported $2,313,791.50 in receipts, listed as from the "Israeli Ministry of Foreign Affairs", and disbursements of $3,333,191.86.[8] The payments included trailer building and equipment (Griggs Home Service), staffing and payroll (Graystone Public), legal compliance work by the law firm Holtzman Vogel PLLC, and an "Israel tour" booked through the travel firm Uncharted. Schnitger reported a $405 contribution to the Riverside County Republican Central Committee on 19 November 2025.[8] The registration lists Raincross Marketing of Riverside as taking part in preparing informational materials.[1]
Foreign Ministry response
The Israeli Foreign Ministry told Haaretz that the geofencing part of the project, in the paper's words, "did not happen and remained a proposal". It said: "Claims regarding an agreement between the State of Israel and the company Show Faith concerning geofencing and payments to influencers are false. There was no such agreement for these services." It called such claims part of "a broad, organized, and false disinformation campaign" against Israel, and said that exhibitions and displays presenting "the atrocities of the October 7 massacre" were "the types of activities that Show Faith has carried out to date".[5]
