Portman Road Strategies is a supplier to Clock Tower X, the firm owned by Brad Parscale and registered under the US Foreign Agents Registration Act (FARA) as a subcontractor of Havas Media Germany working for the State of Israel. In its supplemental statement for the six months to 31 March 2026, Clock Tower X reported paying Portman Road Strategies $4,952,000.00 for media placement, consulting, polling, splash page development and advertisement edits, in 23 payments between 30 October 2025 and 2 March 2026.[1]
Role in the Israeli government campaign
The money came from $15,000,000 that Clock Tower X received from Havas Media Germany in October 2025 – March 2026. Havas Media Germany was acting for the Israeli state.[1] Portman Road Strategies is not itself registered under FARA; its role is known from Clock Tower X's disclosures. The Intercept reported that, according to Virginia state records, Portman Road Strategies is run by the long-time Republican strategist Mike Shields. It said Shields is "largely responsible for staffing the contract with the Israeli government": 14 of the 18 Clock Tower X team members were staff of his firm Convergence Media.[2] (Critical.) Clock Tower X's supplemental statement lists Michael Shields among subcontractors added on 8 October 2025.[1]
