Mizrachi UK is the British arm of the religious-Zionist World Mizrachi movement and a direct member of the World Zionist Organisation. Trading activity runs through two linked English charities at the same Golders Green / Hendon address: Mizrachi (UK) Israel Support Trust (charity 1137199) and the CIO Mizrachi (UK) (1175411). The Support Trust is the operating vehicle (income £1.51 million in the year to 31 December 2024; 22 staff). The CIO reported nil income and nil spend in the same year.[1][2][3]

On 18 November 2025 the Charity Commission issued an Official Warning to the Support Trust after it promoted, on its website and Facebook page, an external fundraising appeal whose stated purpose was to provide equipment to soldiers of a foreign military. The Commission found that purpose did not further the charity’s objects for the public benefit, that promoting the appeal was not in the charity’s best interests, and that it risked the charity’s reputation. There was no evidence that the charity’s own funds were spent on the appeal. The register carries a regulatory alert. The case remains open until trustees complete the remedial steps.[4][5][6]

History and ideology

Mizrachi (an acronym of Merkaz Ruchani, “spiritual centre”) was founded in 1902 in Vilna at a world conference of religious Zionists called by Rabbi Yitzchak Yaacov Reines. The movement holds that Torah should sit at the centre of Zionism and treats Jewish nationalism as a tool for religious ends. Before 1948 it built a network of religious schools in Palestine that still exists. Mizrachi UK is part of global World Mizrachi and a direct member of the World Zionist Organisation. Its archived “About” page says it runs educational and community programmes “promoting and strengthening the Jewish people’s connection to the Land of Israel.”[3]

Related historic or parallel British names include Mizrachi of Great Britain and Ireland and Mizrachi Palestine Appeal.

The Support Trust was created by trust deed dated 5 February 2010 and registered on 30 July 2010. The CIO was registered on 27 October 2017. Both share objects that include educating Jewish youth “with a view to Jewish youth being rendered fit for life in Israel and elsewhere,” and running programmes in the United Kingdom and in the Zionist colony.[1][7]

Objects and money

Objects of 1137199 (abridged): foster, promote and organise the education — including orthodox Jewish religion — and vocational training of Jewish youth, leaders and representatives in the United Kingdom and in “Israel”; render youth “fit for life in Israel and elsewhere”; maintain institutions for religious or vocational training; publish material advancing the Jewish religion or that education.[7]

Year end Income (1137199) Expenditure (1137199) 1175411
31 December 2024 £1,505,147 £1,362,644 £0 / £0

One employee of the Support Trust was paid in the £130,000–£140,000 band. Principal office: London School of Jewish Studies, Schaller House, 44a Albert Road, NW4 2SJ.[1]

Official Warning, November 2025

ICJP submitted a complaint in early 2025 accusing Mizrachi UK of fundraising for serving IDF soldiers and of hosting speakers who promoted hate speech. Third Sector reported in March 2025 that the Commission was assessing that complaint. Screenshots attached to the complaint included an October 2023 Facebook post and newsletter advert seeking funds for tactical gear for Israeli soldiers — bullet-proof vests, tactical helmets and other supplies — and a later appeal to “assist with the extra burdens that have fallen on the families of our soldiers.” ICJP also cited a 10 July 2024 Facebook post soliciting donations for soldiers serving in Gaza and the occupied Palestinian territory. Among the vehicles named in press coverage was Mizrachi’s Tzevet Perez emergency fund, described as collecting for tactical helmets, ceramic bullet-proof inserts and other combat kit.[8][9][5]

The Official Warning of 18 November 2025, under section 75A of the Charities Act 2011, found misconduct and/or mismanagement on these grounds:[4]

  • The charity promoted a fundraising appeal for other organisations on its website and Facebook page. The appeal’s stated purpose — raising funds to provide equipment to soldiers in a foreign military — did not further the charity’s objects for the public benefit.
  • Charity resources were used to promote the appeal. There was no evidence that the charity’s own funds were spent on it.
  • Promoting the appeal was not in the charity’s best interests and risked its reputation.
  • Trustees failed to document the decision to promote the appeal.
  • Trustees failed to follow their own policies on fundraising and sending funds internationally — a failure to manage resources responsibly.

Required steps included: ensure all activity, including fundraising, further the objects for the public benefit; implement an adequate monitoring policy for grant-making; review fundraising policies; follow Commission guidance on trustee duties. ICJP said the case stays open until those steps are shown to be done.[4][9][10]

The finding sits on the same legal line as the January 2025 Official Warning to Chabad Lubavitch Centres North East London and Essex Limited: providing aid or military supplies to a foreign armed force is not a charitable purpose.[11]

Mizrachi (UK) (1175411)

Steven Blumgart, Sean Melnick, Michelle Bauernfreund, Grant Kurland, David Daniel Morris, Samuel Rubin (appointed 5 September 2019; also The Beit Midrash Trust).[13]

Mizrachi (UK) (charity 1175411) is a charitable incorporated organisation (CIO). It was registered on 27 October 2017 and gives the same contact address as the Support Trust: London School of Jewish Studies, Schaller House, 44a Albert Road, London NW4 2SJ.[2] The register describes its activities as: "TO FOSTER PROMOTE AND ORGANISE THE EDUCATION (INCLUDING EDUCATION IN THE ORTHODOX JEWISH TRADITION AND RELIGION) AND ALSO THE VOCATIONAL TRAINING OF JEWISH YOUTH, JEWISH LEADERS AND REPRESENTATIVES, IN THE UNITED KINGDOM AND IN ISRAEL."[2] The register gives these appointment dates: Grant Kurland, David Daniel Morris, Sean Melnick, Michelle Bauernfreund and Steven Blumgart, 5 September 2017; Samuel Rubin, 5 September 2019.[13]

The CIO’s accounts state that it “was set up in anticipation of transferring the activities, assets and liabilities of Mizrachi (UK) Israel Support Trust” and that, because the transfer has not taken place, the CIO “remained relatively inactive”; the trustees adopt the going-concern basis in anticipation of “continued support from a charity with common trustees.”[14] A separate Powerbase page covers the CIO: Mizrachi (UK).

Archived register snapshots of 3 January 2018 and 2 January 2019 also list Mathew Fruhman, who is not on the current trustee list. Samuel Rubin appears in both snapshots, although the current register dates his appointment to 5 September 2019. The January 2018 snapshot spells one trustee's name "Steven Blumgard"; the January 2019 snapshot has "Steven Blumgart". Michelle Bauernfreund is listed in the January 2018 snapshot but not the January 2019 one.[15][16] Snapshots show who was listed on the capture date, not actual appointment or resignation dates.

Funding in Israel

Israeli partners

Israeli institutions are not named. The fellows study in Israel (PDF p.3, p.22).[35]

Support for the Israeli military

No IDF or military funding was found in the trust's accounts.[35] In November 2025 the Charity Commission issued an Official Warning after the trust promoted, on its website and Facebook page, an appeal by other organisations to provide equipment to soldiers in a foreign military; the Commission found no evidence that the trust's own funds were spent on it (see Official Warning, November 2025).[4]

Prior scrutiny. The Official Warning followed a complaint by the International Centre of Justice for Palestinians in early 2025.[9] The trust is not listed on the Powerbase page UK AWIS - supporters.

Activity beyond the Green Line

Findings are graded by confidence. "Partner" findings concern the Israeli recipient organisation, not proven use of UK funds.

Research for this profile found nothing in the accounts. Trustee network only: two trustees (David Morris, Joel Silberstein) also sit on British Friends of Ariel University (1002872); Ariel University is in the Ariel settlement. This links people, not this charity's spending.[35][36] Low

Controversies and conflicts

Charity Commission register

  • Official Warning (November 2025). Following a complaint from the International Centre of Justice for Palestinians, the Charity Commission found that the charity had "promoted a fundraising appeal for other organisations on its website and Facebook page" for "raising funds to provide equipment to soldiers in a foreign military". Third Sector reported that the posts, from October 2023, sought "tactical gear and military equipment for Israeli soldiers, including bullet-proof vests, tactical helmets". The Commission found no evidence the charity's own funds were used but considered the matter "a breach of trust or duty or other misconduct and/or mismanagement".[6][5][9][10][45] The archived January 2026 register entry carries a "Regulatory alert": "The Charity Commission has issued an official warning".[19] In January 2025 the Commission had stated that "providing aid or military supplies to any foreign armed force is not a charitable purpose".[11]
  • Trustee links to settlement-related charities. Two current trustees, David Morris and Joel Silberstein, are also trustees of British Friends of Ariel University (1002872), which supports a university in the Ariel settlement.[46][36] The archived 2021 register entry lists trustee David Daniel Morris as also a trustee of Friends of Yeshivat Shavei Hevron (1118370),[17] a charity which The Guardian reported "sent nearly £200,000" between 2019 and 2024 to a religious school in the Hebron settlement.[47] That charity was removed from the register on 26 September 2026.[46] These are links between people, not evidence about this charity's spending.
