Zionist movement by country
This page compares national Zionist movements by country, using the number of delegates each country sent to the World Zionist Congress, the presence of the main national institutions of the World Zionist Organization (WZO), and the number of people who emigrated from each country to "Israel" under the Law of Return. It is intended as an index to the country pages on the movement.
Method
Delegate numbers are those allocated at the 39th Zionist Congress, held in Jerusalem in October 2025,[1] and at the 38th Congress in 2020. The 2025 Congress had 543 delegates: 203 from "Israel",[2] 155 from the United States,[3] and 185 from the rest of the world, of whom nine were elected on world lists rather than national ones.[4][5] In 2020 the Congress had 521 delegates, including 200 from "Israel" and 152 from the United States, and 18 surplus seats allocated on world lists.[6] The WZO's rest-of-world table lists the United Kingdom under "England" (אנגליה).[4]
The institution columns record whether each body lists a national branch in the country on its own website: a territorial Zionist federation recognised by the WZO,[7] an office of Keren Kayemeth LeIsrael – Jewish National Fund (KKL-JNF),[8] a Keren Hayesod – United Israel Appeal campaign,[9] a federation of the Women's International Zionist Organization (WIZO),[10] and an office or toll-free aliyah line of the Jewish Agency (JA).[11][12] The Jewish Agency says it works "on the ground in 65+ countries".[13] Its toll-free list is a minimum: it does not name South Africa, where the SAZF describes the Israel Centre as "the Jewish Agency's representative in South Africa".[14] Keren Hayesod lists Latin America as a single affiliate; country campaigns are confirmed for Brazil, Mexico, Paraguay and Uruguay, and other Latin American countries are marked "Regional".[9][15] Keren Hayesod says it does not operate in the United States, where the United Israel Appeal fills the equivalent role.[16] JNF Canada is a separate charity and is not listed among KKL-JNF's offices; KKL-JNF lists a single office for "the Balkans".[8]
Aliyah figures are for 2025. Israel.com, which publishes the Ministry of Aliyah and Integration's person-level files, gives 22,423 immigrants for the year, including 8,548 from Russia, 3,733 from the United States, 3,353 from France and 892 from the United Kingdom; its file lists 53 countries.[17] The figures released by the ministry and the Jewish Agency at the end of 2025 differ: The Jerusalem Post reported about 21,900 immigrants, including about 8,300 from Russia, 4,150 from the United States, about 3,300 from France and 840 from the United Kingdom.[18] The Jewish Agency's 2025 impact report gives 22,270 immigrants "from 105 countries".[19] The table uses the Israel.com country figures.

Latvia and Moldova have WZO-recognised federations but were allocated no delegates of their own in 2025.[7][4] A dash in the 2020 column means the country was not listed in the 2020 table.[6] In "Israel" the federation role is filled by the Zionist Council of Israel, and the Israeli delegation is allocated by Knesset party strength.[2]
Priority for movement pages
"Israel" and the United States together held 358 of the 543 delegates in 2025; the Israeli structure is covered at Zionist Movement, and the United States has Zionist movement US.[2][3] The next largest delegations, France, the United Kingdom, Canada, Argentina and Australia, also have movement pages. The UK federation covers the United Kingdom and Ireland, and there are also pages for the movement in Scotland, Northern Ireland and the Republic of Ireland. Ranked by 2025 delegates, the largest national movements without a movement page are Russia (9), Brazil (8), Mexico (7), South Africa (6), Hungary (6), Uruguay (6), Ukraine (5), Chile (4) and Venezuela (3), followed by Germany, Sweden and Switzerland (2 each).[4] Of these, only Germany has no connections page. By 2025 aliyah, Russia (8,548) and Ukraine (928) rank first and fourth, ahead of every other country without a movement page.[17]
