Tel Hai Fund Limited (charity 266913; company 01151421) is a London grant-maker for education, religion and physical education in Israel. It was incorporated on 14 December 1973 and registered on 11 February 1974. The name is the Revisionist memorial at Tel Hai, the 1920 battle in which Joseph Trumpeldor was killed and which Betar took as a slogan. For most of its life the board ran through Eric Graus and Graus Antiques.[1][2]
Objects
The register objects are to advance education and religion among adults and young persons, and to advance physical education among young persons, in the State of Israel. The charity makes grants to individuals, organisations and other charities. The register lists children and young people, elderly people, people with disabilities, and people of a particular ethnic or racial origin. Area of operation: London and Israel. Contact address on the register: 7 Murray Crescent, Pinner HA5 3QF. Current directors file their correspondence care of Graus Antiques, Mill Street, London W1S 2AT.[1][2]
Eric Graus
Eric Graus (April 1927) was a director from before 30 June 1991 until 12 March 2018. He died aged 90. The address on his resignation filing was 4 Melvin Hall, Golders Green Road, London NW11 9QB.[2]
Geoffrey Alderman’s obituary in The Jewish Chronicle says Graus was born in Bratislava in 1927, that the family fled to England in 1939, and that he was active in Ze'ev Jabotinsky’s Revisionist movement. In 1947 he was a member of Lehi in Mandate Palestine and formed friendships with Menachem Begin and Yitzhak Shamir. He later dealt in antiques from New Bond Street. In 1970 he established the British Herut movement. In 1972 he brought Begin to London for a first visit. In 1977, after Begin’s election, he relaunched Likud-Herut as a British pressure group for the new government. He was awarded the State of Israel Fighters Medal. Alderman writes that he was also active in the Soviet Jewry campaign, and that he worked to rehabilitate Begin against British Jews who called Begin a terrorist.[3]
Graus was life president of Likud Herut UK, honorary secretary of the Zionist Federation, and later British National Council Zionist co-chair; that he revived Betar UK in the 1970s; that he chaired the Menachem Begin Heritage Foundation; and that in 1982 he rejected Israeli responsibility for the massacre at Sabra and Shatila.
His son Jeremy Graus (July 1959), nationality filed as Israeli, country of residence Israel, has been a director since 3 September 2018 and a trustee since 20 September 2022.[2][1]
Activities and Grants
Raises funds for education and religious purposes in Israel. Makes grants to individuals, organisations and other charities supporting children/young people, elderly people, people with disabilities and people of particular ethnic or racial origin. Operates in London and Israel. Known grants include support for Yeshivat Hesder Shilo (a Hesder Yeshiva in Shilo settlement) and Keshet Yehuda.[1]
Where the money goes
The grant series below is the fuller of the two accounts compilations supplied for this page. An earlier draft in the same note does not match it cell for cell. Empty cells are nil in that compilation. Totals are the row totals supplied, except Hesder Yeshivah Shiloh, whose total cell was blank and is the sum of the cells in that row.
The politically marked recipients are the Hesder yeshiva at Shilo, the pre-military academy at Keshet on the occupied Golan, the Cave of the Patriarchs fund in Hebron, Ofra, Karnei Shomron, Gush Etzion, Betar, and the Begin institutions.
Yeshivat Hesder Shiloh sits in the settlement of Shilo. A Hesder programme combines yeshiva study with service in the Israel Defense Forces. The supplied row runs from 2009 and sums to £224,883. Keshet Yehuda is a pre-military academy (mechina) at Keshet in the Golan, occupied by Israel in 1967. The row sums to £40,287. Maarat Hamachpela Heritage Fund is the fund for the Cave of the Patriarchs in Hebron, the site of the 1994 massacre by Baruch Goldstein. The row sums to £17,500. Ulpan Yeshiva High School for Girls (Ofra) received £5,000 in 2000. Yeshivat Karnei Shomron received £2,075 across 2000–07. Gush Etzion and Keren Gush Etzion received £7,776 and £10,627.[4]
Betar UK received £67,731 between 1995 and 2007. Betar Israel received £16,550. The Fund for the Development of the Zionist Idea received £55,957 in 2000–02. Begin Centre Jerusalem received £2,864 in 2004. Menachem Begin Heritage received £10,030 in 2014. This Land Is Mine received £5,200. DPC Self Defence received £8,500 in 2025. Golan Organisation received £500 in 1995.[4]
The largest rows in the same compilation are not settlement funds: Carmei Ha'ir £280,327 (2006–23), Mosdot Neveh Tzivia £204,510 (2000–25) and Cystic Fibrosis Foundation Israel £115,514 (1998–2017). Zichron Menachem received £47,736 and Zaka £18,874.[4]

Funding in Israel
- Year to 31 March 2025: Yeshivot Shiloh £24,478; DPC Self Defence £8,500; Mosdot Neveh Tzavia £6,043; Ichud Shivat £5,715; Magen David Adom £5,500; Jerusalem Centre £4,015; IDF Widows £2,015; total £56,266 (PDF p.8).[11]
Israeli partners
The accounts give only the recipients' names (PDF p.8).[11] "Yeshivot Shiloh" is matched by name only to Yeshivat Hesder Shilo, which says it was founded in 1979.[12] Magen David Adom is Israel's national emergency medical service. The other recipients are not identified.
Support for the Israeli military
Grants (programmes). The 2024/25 accounts record £2,015 to "IDF Widows" and £8,500 to "DPC Self Defence" (identified by name only), and £24,478 to "Yeshivot Shiloh", which matches by name the hesder yeshiva in Shilo, whose students "combine intensive Yeshiva studies with full-combat army service in the IDF"; the accounts do not describe the grant (PDF p.8).[11][12] The grant table on this page sums grants to it since 2009 to £224,883.[4] Hesder yeshivot combine religious study with service in the Israel Defense Forces.
Prior scrutiny. No Charity Commission inquiry or Official Warning, and no complaint or report by the International Centre of Justice for Palestinians, the Islamic Human Rights Commission or Declassified UK, concerning this charity's support for soldiers was found (checked October 2026). The charity is not listed on the Powerbase page UK AWIS - supporters.
Activity beyond the Green Line
Findings are graded by confidence. "Partner" findings concern the Israeli recipient organisation, not proven use of UK funds.

| The accounts record £24,478 to "Yeshivot Shiloh". Yeshivat Hesder Shilo's website says it is "located in the modern village of Shilo north of Jeursalem" [sic], and Peace Now's Settlement Watch lists Shilo as "Type Settlement", established in 1979. The grantee is matched to this yeshiva by name only.[11][12][13] | Medium (grantee identified by name only; location from the yeshiva's website and Peace Now) |
Controversies and regulatory action
- No Charity Commission inquiry, Official Warning or Gazette insolvency notice naming this charity was found, and its register entry shows no regulatory alert;[14] it is not among the charities named in the Commission's cheque-cashing class-inquiry announcements (May, September and December 2025) or in the September 2026 statement of results.[15][16][17][18] The charities in the Commission's settlements class inquiry (opened August 2026) have not been named, so it is not known whether this charity is among them.[19]
- Dissolved company still on the charity register. Companies House records an application for voluntary strike-off on 24 September 2025, a first Gazette notice on 7 October 2025, a suspension of the strike-off action on 11 November 2025 and final dissolution on 23 December 2025; the charity register (extract of 14 October 2026) still shows Tel Hai Fund Limited as registered.[20][5]
- Military-related grants. The grants list includes £2,015 to "IDF Widows" and £8,500 to "DPC Self Defence"; the accounts do not describe either body. The largest grant, £24,478 to "Yeshivot Shiloh", matches by name Yeshivat Hesder Shilo, whose website says its students "combine intensive Yeshiva studies with full-combat army service in the IDF" (PDF p.8).[11][12]
- Duplicated filing without an examiner's report. The PDF filed on the register contains the same nine pages twice and no independent examiner's report.[11]
- Inconsistent trustee lists. The accounts and Companies House name Michael Andrew Lewis Lee as a director, while the register lists Solomon Unsdorfer instead.[11][21][5]
