The former trustees R Tager, S J Tager and J P Tager resigned in January and February 2025; M J Blake and P M Kremen were appointed on 15 December 2024 (PDF p.3).[2] Both new trustees are also register trustees of Hatzlocho Limited (1082076).[1] In the year to 31 March 2025 all income, £275,884, was investment income; spending was £148,541, of which grants £65,200 and support and governance costs £83,341 (legal fees £53,663), and funds were £6,271,072 (PDF p.10, 14).[2] The accounts state that "All grant giving has currently been paused" and that the trustees wrote to the Commission in October 2025 about transferring the assets to a donor-advised fund; the auditors drew attention to their preparation on a basis other than going concern (PDF p.5, 7).[2]

Israeli partners

Bar-Ilan University, Ramat Gan, through its British friends' charity.[2][18]

Activity beyond the Green Line and support for the IDF

Findings are graded by confidence. "Partner" findings concern the Israeli recipient organisation, not proven use of UK funds.

Evidence of activity beyond the 1949 armistice line
Finding Confidence
The largest grant supports Bar-Ilan University, whose campus is in Ramat Gan, inside the 1949 armistice lines.[18] Low – Ramat Gan

Support for the IDF: No IDF or military funding is stated in the FY2025 accounts.[2]

Controversies and regulatory action

  • Statutory inquiry. The Charity Commission opened an inquiry into Solev Co Limited on 13 December 2024, and a separate inquiry into Hatzlocho Limited on 19 December 2024. Its concerns are related-party transactions and conflicts of interest, "particularly given that the trustees were, until recently, all part of the same family". The inquiry also covers why the charity had not filed its accounts on time "for the past five years" and was "in default with their 2023 and 2024 accounts".[19] The register shows a regulatory alert for the inquiry.[20] The 2024 annual return was received 32 days late.[1]
  • Loan to a trustees' company. The charity lent money at 5% to Pidom Export Limited, of which the former trustees were directors; £5,700,038 was due from Pidom at 31 March 2024. The loan was guaranteed by Faircastle Ltd, which had the same common trustees and directors, and was "repaid by Faircastle Ltd under its guarantee in the financial year". Interest received from Pidom was £219,324 (2024: £276,951). Hatzlocho Limited is described as controlled by spouses of the Tager family (PDF p.16).[2][21] CCOD lists three titles registered to Faircastle (see Land and property).[22]
  • Grants to a trustee's other charity and an inquiry-named charity. FY2025 grants included £35,000 to British Friends of Bar Ilan University, of which R Tager is a trustee (PDF p.14, 16), and £2,500 to Friends of Beis Soroh Schneirer, close to the name of Friend of Beis Soroh Schneirer (1153647), which was named in the May 2025 cheque-cashing class inquiry. No charity number is given, so the identification is not confirmed.[2][23]
  • 1999 winding-up petition. The London Gazette carried a 1999 petition in the High Court to wind up Solev Co. Limited (No. 4894 of 1999); the company was not wound up.[24]

Other registers and records

The Gazette

Searches of The Gazette for "Solev Co" returned Companies House filing lists and a 1999 notice of a petition to wind up SOLEV CO. LIMITED in the High Court (No. 4894 of 1999);[24] the company was not wound up and remains registered. No recent insolvency notice was found.[27]

Sanctions screening

The charity's name, its current register trustees, trustees named on archived register pages, trustees and officers named in the accounts read for this profile and (for charitable companies) its Companies House officers were screened against the UK Sanctions List and the OFSI Consolidated List. No match was found. Viatcheslav Moshe Kantor (UK sanctions ID RUS1127) does not appear among this charity's trustees or officers.[29]

Land and property

The register records that the charity does not own or lease land or property.[1] No title registers were purchased; the HM Land Registry interactive search blocked automated access.[30] Candidate titles and addresses (CCOD dataset and register/accounts data):[22]

  • Endeavour House, 107 Alexandra Road, Mutley (PL4 7EF) (title DN84634, freehold; proprietor added 10/08/1999); 4 Churchill Avenue and land on the north side of 5 Churchill Avenue, Maltby (title SYK422020, freehold; proprietor added 17/07/2000); 58 Duncan Street, Rotherham, (S60 5DE) (title SYK422030, freehold; proprietor added 17/07/2000) – 3 titles registered to Faircastle Limited (03683530), which guaranteed and repaid the Pidom Export loan and whose directors included former trustees; not charity property (source: [22][21])

Parliament
