The Industry and Parliament trust is a corporate-Parliament partnership designed to increase the influence of business and give business privileged access to MPs at Westminster. It provided the model for the development of the Scottish Parliament Business Exchange

It describes itself as follows on its website:

Established in 1977, the Industry and Parliament Trust (IPT) is a registered charity dedicated to fostering mutual understanding between business and Parliament for the public benefit. The Trust is independent, non-partisan and non-lobbying.
  • IPT facilitates educational exchange Fellowships for MPs, MEPs, Peers and Officers of both Houses with a range of companies from different sectors of commerce and industry.
  • IPT organises a range of study programmes and events for companies in Westminster and in Brussels.
  • IPT arranges attachment schemes for civil servants enabling them to see the parliamentary process at first hand in the company of an MP.

  • The Lord Tomlinson (Chairman) Tomlinson was the MP for Meriden from February 1974-1979, PPS to the Prime Minister 1975-76 and MEP for Birmingham West between 1984 and 1999. He was raised to the peerage in 1998 and is a member of the European Union Select Committee in the House of Lords. He became a Fellow of the IPT in 1987 after spending time with British Nuclear Fuels.
  • David Amess has been a Conservative MP since 1983. He represented Basildon from 1983-1997 and has been the MP for Southend West since 1997. He is currently Chair of the Conservative Party Backbench Committee for Health. He became a Fellow of the IPT in 1994 after spending time with [Esso].
  • Rt Hon Richard Caborn MP Minister of State, Department for Media, Culture and Sport. The Labour MP for Sheffield Central since 1983 and Minister for Sport since 2001. He became a Fellow of the IPT after spending time with The Standard Life Assurance Company.
  • Rt Hon the Baroness Dean of Thornton-le-Fylde has six honorary degrees and was raised to the peerage in 1993. She became a Fellow of the IPT after spending time with Motorola and she currently chairs IPT's Membership Working Group.
  • Rt Hon Sir David Edward KCMG QC was the British judge at the European Court of Justice in Luxembourg 1992-2004. During these years he welcomed the delegates on IPT's European Study Programme for Industry (ESPI) at the Court of Justice. He became an IPT Trustee in 1995 and he is also a Vice President of IABP.
  • The Baroness Harris of Richmond DL an IPT Parliamentary Fellow, having completed a Fellowship with Six Continents Plc in 2003. She chaired the ESPI in Brussels in 2003 and has spoken on the PSPI programme as well. She has been a Magistrate for 16 years and a non-executive Director of an NHS Trust from 1990-1997.
  • Dr Evan Harris MP the Liberal Democrat Spokesperson for Science and has been the Member for Oxford West and Abingdon since the May 1997 General Election. He completed his IPT Fellowship with GlaxoSmithKline Ltd.
  • Paul Hayter LVO is Clerk of the Parliaments (the chief executive of the House of Lords) and therefore a Trustee ex officio.
  • The Baroness Hooper CMG is a solicitor and corporate lawyer by background and was an elected MEP. She became a Fellow of the IPT in 1983 with Reed Elsevier plc (then Reed International PLC). She has been a Non-Executive Director on a number of Boards and is currently a Deputy Speaker of the House of Lords and a member of the Parliamentary Delegation to the Council of Europe.
  • Douglas Millar is Clerk Assistant of the House of Commons and represents the official Administration of the House on the Trustee Board. Although he has not done a Fellowship, he has spoken on courses arranged by the IPT over a number of years. He has been a Clerk in the House of Commons since 1968 and in recent years has been head of the Table Office and the Legislation Service. He now spends much of his time advising the speaker and deputy Speakers at the Table of the House.
  • Bill Olner MP has represented the constituency of Nuneaton as an MP since 1992. Prior to that, he served as a Nuneaton Local Councillor for 25 years. He joined IPT after his election to Parliament, undertaking a Fellowship with GKN. This provided him with a proper understanding of the decision-making processes which are necessary for business and product development.
  • Mark Prisk MP Shadow Minister for Business and Enterprise has been the Conservative MP for Hertford and Stortford since 2001 and he is the Treasurer of the All-Party Entrepreneurship Group. He became an IPT Trustee in 2007.
  • Barry Stickings CBE is a Corporate Fellow of the IPT, having completed the Parliamentary Study Programme for Industry (PSPI) in 1995. He was a member of the Executive Committee from 1995 to 2003, including four years as Chairman. He has been a Trustee since 1999 and now chairs the Audit Committee. Retired as Chairman of BASF plc at the end of 2004 and now holds a number of positions in both the public and private sectors.

The Executive Committee (“ExCom”) is part of IPT’s governance and advisory structure and its members are appointed by the Trustee Board.

  • Sharon Davies is the Director of Corporate Affairs for DHL, responsible for Government Relations for the group in the UK, and CSR and Environmental Management for DHL Express UK. Sharon has been involved in public affairs for eighteen years with experience of working for an MP, as well as public affairs consultancy and latterly as an 'in-house' practitioner with DHL.
  • George Graham is head of strategy development at the Royal Bank of Scotland, working with a small team to analyse and explore options and opportunities for the group. Before joining RBS in 2004, George was banking editor of the Financial Times and then headed that newspaper’s Lex column during 20 years as a journalist at the FT.
  • Palwinder Hare is Vice President and Regional Director for Europe, Middle East and Africa for Motorola's Law Department. He heads up the legal team responsible for corporate and commercial legal support for all Motorola businesses in the region. Palwinder qualified as a solicitor in 1989 working with Wilde Sapte in its corporate group handling mergers, acquisitions and stock exchange listings. He moved into industry in 1992 by joining GEC Alstom as a legal adviser and in 1996 he joined BTR's head office legal team as a commercial solicitor. He joined Motorola in 1999 as senior counsel and has provided legal support for complex tenders, contract negotiations, joint ventures, project finance, post contract support and dispute resolution.
  • Andrew Longden is Executive Vice President - Treasury and Corporate Finance for Royal Dutch Shell plc. In November 2003 Longden joined Shell as its Group Treasurer, with overall responsibility for treasury, risk management, M&A and pensions management for the Shell group worldwide. He was a member of the working group that was responsible for devising and executing the merger of Shell Transport and Royal Dutch. Andy is also a Trustee of the Shell UK Pension Scheme.
  • Martin Loveday is Managing Director of Thomas H. Loveday Ltd., a Director of Equestrian Managements Consultants Ltd and the Treasurer and Past Chairman of British Equestrian Trade Association. He is also a Fellow of Institute of Chartered Accounts in England & Wales and a Corporate Fellow of the Industry and Parliament Trust.
  • Claire MacAleese is External Relations Manager for AgustaWestland. She also brings political and voluntary sector experience to the IPT, having previously worked for the Labour Party and prior to that as a development manager and CSR advisor for UK and international charities.
  • Ian Pellow is Chairman and CEO of Throgmorton. During his career Pellow has gained broad financial and general management experience in international banking and financial services in both UK listed plcs and US investment banks. Ian has held senior positions in the corporate functions of multi-nationals and global investment banks including British Telecom, Salomon Brothers, Bankers Trust and Deutsche Bank in London.
  • Mike Snell is General Manager – External Affairs at Waste Recycling Group Ltd, with responsibility for the Group’s public affairs, media and community relations programmes. Snell has been associated with the work of the IPT for more than 20 years, having been responsible for four Parliamentary fellowship programmes at three different companies during that time. He is a Director of Waste Recycling Environmental Ltd (WREN), an independent distributive environmental body that funds community and environmental projects under the Landfill Communities Fund with £10 million a year. Snell is also a member of the Programme Advisory Board of Cranfield University's Integrated Waste Management post graduate MSc course. He is a member of the Chartered Institute of Public Relations.

Mission Statement

The IPT percives itself as guided by this mission:

"To ensure that the United Kingdom has the best business-informed Parliament and the best parliamentary-informed business community in Europe."

The IPT defines itself as having 'Charitable Objects' but also engages in the promotion of industry and commerce. It seeks to enhance "efficient and effective administration of government for the benefit of the public". And it believes that this is achieved by "promoting mutual understanding between legislators and wealth generators from all sectors of business." Ultimately then, the IPT seeks a pluralist approach. History

The IPT was established in 1977 by the Chief Executives of 10 major British companies to develop an understanding by management about Parliament through ‘dialogues’ between Parliamentarians and companies. The IPT state that Sir Leslie Smith was instrumental in its founding and also a director of the BOC group, which also comprised:

Patrick Rich: Societe Generale De Survelliance and the Van Leer Foundation;

Baron Christopher Tugendhat: Abbey National, LWT, the Civil Aviation Authority, Commercial Union, the Nat West Bank, Eurotunnel plc, chair of the RIIA (Chatham House), Governor of the Ditchley Foundation

Dick Taverne: the president of Prima Europe, a former Labour MP (a former minister for State at the Treasury during the dark days of 1968-69) who then moved to the SDP, then Liberal Democrats, chair of the Public Policy Centre (1984-87), OLIM Investment Trust, Equity and Law. [2]

Background

The Directors of the IPT since its foundation are: Alan Eden-Green (1977-82), Riki Hyde-Chambers OBE (1983-03) and Sally Muggeridge (Chief Executive) (2003-).

The founder companies who funded the development of the IPT in 1977were: BOC, Cadbury Schweppes, Chloride Group, Laporte Industries, Marks & Spencer, Metal Box, Scottish & Newcastle Breweries, Tarmac, Plessey and United Biscuits. This funding resulted in the first 'fellowships' in 1978/9 that were awarded to:
