Inquiry
Forty Limited was among charities named in the September 2025 tranche of the Commission’s statutory class inquiry into 105 charities that issued cheques cashed through a Hackney company between December 2021 and March 2023 (aggregate about £22 million).[7]
On 9 September 2026 the Commission published results covering this charity together with The Z.S.V. Trust (1063860), Bnois Jerusalem Schools (312568) and Friends of Yeshiva Daas Sholem Shotz (1070789). It found evidence that all four issued open or blank cheques in the period. It was satisfied each was undertaking charitable activities in line with its purposes, but made a finding of misconduct and/or mismanagement because such cheques are high-risk and lack expected oversight. The operating charities received a regulatory action plan on governance and financial controls.[2][8]
Reporting on the Commission statement said the regulator examined 19 cheques totalling £58,800. Trustees said the cheques supported an overseas charity, with the payee left blank so the recipient could obtain cash in the UK before taking it overseas; they said the charity had no direct relationship with the cashing entity and that how cheques were cashed was at beneficiaries’ discretion. They confirmed the practice had ceased and that the charity had not used cheques for several years.[7]
