CARE International UK (Care International Uk, Companies House number 01911651) is a contractor to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). Companies House records the company as incorporated on 7 May 1985, with status "Active", nature of business "88990 - Other social work activities without accommodation not elsewhere classified".[1][2] It is a named supplier on Lot 1 of the CSSF Framework Agreement 2023–27.[3] Contracts Finder lists 1 published CSSF award(s) to the organisation with a combined stated value of £994,606. FCO and FCDO payments to it over £25,000 recorded in published departmental spending data total about £77,536,094; these figures cover all FCO/FCDO (and, after September 2020, former Department for International Development) programmes and are not limited to the CSSF.[4]
Overview
CARE International UK is a registered charity (292506). For the year to 30 June 2025 the Charity Commission records income of about £64.1 million, including £44.2 million from 15 government grants.[5]
Government money makes up most of CARE's income. Charity Commission figures show government grant income of £42.5m (2020–21), £16.9m (2021–22), £12.1m (2022–23), £26.9m (2023–24) and £44.2m (2024–25), against total income of between £38.6m and £64.1m. The commission also records accounts for 2020–21 filed 426 days late and for 2021–22 filed 156 days late.[6] The 2023–24 annual report was signed by chief executive Helen McEachern.[7]
CSSF/ISF and other UK government work
CARE's 2024 annual report says it launched two FCDO-funded "flagship" projects in Yemen and Bangladesh. The four-year Yemen project, with other NGOs and local partners, aims to reach over 275,000 people with food security and cash assistance. The charity also secured FCDO funding for work in Ethiopia (including Tigray), Pakistan and Somalia.[7] FCDO grant data published through 360Giving record two uncompeted grants to CARE dated 1 April 2023: £8,782,974 for Building Local Resilience in Syria, which aims to reduce reliance on coping behaviours such as "recruitment to violent and extremist groups";[8] and £7,064,010 for Yemen's Food Security Safety Net Programme.[9] CARE was also among the suppliers awarded a place on Lot B of the original 2015 CSSF framework agreement.[10]
The Independent Commission for Aid Impact (ICAI) reviewed the CSSF's aid spending in March 2018 and gave it an amber-red score, finding the fund responsive to National Security Council priorities but with weak results management and inadequate evidence of outcomes and value for money.[11] ICAI published a follow-up review in 2019.[12]
