Specialist Group Military Intelligence
Donnelly was commissioned a second lieutenant (on probation) in the Intelligence Corps, Territorial and Army Volunteer Reserve, on 15 January 1970.[4] In 2015 he was appointed Honorary Colonel of the Specialist Group Military Intelligence (SGMI), an Army Reserve unit of civilian specialists. The Gazette first gave the appointment as "1 May 2015 in a new appointment",[5] and in October 2016 as "from 1 January 2015", with the rank of local colonel for the duration of the appointment.[6] The Working Group on Syria, Propaganda and Media noted that the appointment "began in 2015, the same year that the Integrity Initiative programme started".[7]
An Institute for Statecraft document published by Anonymous says the Institute "supported the creation of special Army reserve units (e.g. 77 Bde and SGMI – Specialist Group Military Intelligence)".[8] In January 2019 Anonymous published a list of people it presented as SGMI members, with Donnelly first.[9]
In an email of 7 August 2020 to the journalist Paul Mason, among Mason's emails that were later leaked, Donnelly wrote that he would "step down as Honorary Colonel of SGMI early next year" and could propose successors: "They want someone external (ie not an intel person), young (ideally under 50) and energetic". He suggested the Labour MPs Stella Creasy or Liz Kendall.[10]
