Martyn Warr served as Head of the Counter-Daesh Coalition Communications Cell (also known as the Counter Daesh Communications Cell) circa 2023. The cell is the FCDO-based unit that leads English and Arabic language public communication on behalf of the Global Coalition against Daesh. In June 2023 Warr visited the Etidal Global Center for Combating Extremist Ideology in Saudi Arabia. Reporting of the visit quoted him as saying that the Coalition Against Daesh, and in particular the Counter Daesh communications cell, would very much like to collaborate and learn from Etidal.[1]
Role
Warr’s tenure as Head of the Counter Daesh Communications Cell continues the leadership sequence that began with Dan Chugg (who established the cell in 2015 using CSSF finance) and later included Owen Bassett (February 2020 – February 2022). The cell has used commercial implementing partners including Albany Associates and Innovation and Insight (IN2) for campaigns since 2020, and has received analytical support from organisations such as The Global Strategy Network and Extrac.ai.[2]
