Israel Children's Centers (registered as The Israel Children's Centers; also known as The Ashten Trust) was established by a trust deed of 18 May 1981 and registered on 7 August 1981; its address is care of the solicitors Mills & Reeve LLP, London EC4R.[1][2] Its objects include relieving poverty and distress "among disabled persons and in particular war disabled persons in the Middle East" and the physical education of young people, "in particular war orphans", through tennis and other sports.[3] Its "sole purpose is to fundraise in the UK for the benefit of the Israel Tennis & Education Centers Foundation", whose centres integrate "Jews (including Ethiopians) and Arabs (Muslim and Christian)" (PDF p.1).[2] The register says it and sister organisations support "16 children's centres throughout Israel", attended by more than 6,000 children.[3] The 2024 report lists five trustees: Paul Goldstein and James Robert Collins, volunteer trustees, and Ilan Allali, Eyal Taoz and Lilo Tzarfati, who "are employees of the Israel Tennis & Education Centers Foundation, but receive no remuneration from the Charity"; the report was signed by Ilan Allali on 8 December 2025 (PDF p.1).[2] Its receipts and payments account for 2024 shows donations of £37,815 from individuals and £17,538 from institutions, receipts of £55,353, and payments of £5,385 for staff travel and £49,968 in "Donations to Israel charity" (PDF p.3, a scanned form).[2] The accounts were examined by Samir Chandoo of Moore Kingston Smith LLP on 9 December 2025.[2] The archived accounts for 2010 named Norman Epstein (chairman) and Jonathan L Manson as trustees.[4]

Funding in Israel
- 2024: £49,968 in "Donations to Israel charity" (£28,710 unrestricted and £21,258 restricted), not broken down by centre (PDF p.3).[2]
Israeli partners
The Israel Tennis & Education Centers Foundation (PDF p.1).[2] Its location list names Northern centres at "Akko, Haifa, Kiryat Shmona, Nahariya, Sajur, Tiberias, Yokneam", Central centres at "Jaffa, Jerusalem, Kiryat Ono, Kochav Yair, Ramat Hasharon, Tel Aviv", Southern centres at "Arad, Ashkelon, Beer Sheva, Dimona, Ofakim", and satellites at "Bu'eine-Nujidat, Majdel Shams, Mas'ade, Mazkeret Batya, Migdal, Migdal HaEmek, Poria-Neve Oved".[17]
Activity beyond the Green Line and support for the IDF
Findings are graded by confidence. "Partner" findings concern the Israeli recipient organisation, not proven use of UK funds.
| Finding | Confidence |
|---|---|
| The 2024 accounts do not say which centres were funded. The 2010 accounts said "The UK in particular identifies with three such centres, namely Ashkelon, Ofaqim and Sajur". The places in the Foundation's list are quoted as given and are not characterised here.[2][4][17] | Medium (centres listed by the recipient; UK funding not broken down) |
Support for the IDF: No IDF funding is stated. The objects refer to "war disabled persons" and "war orphans" in the Middle East; the accounts describe donations to the Israel Tennis & Education Centers Foundation only.[3][2]
Controversies and regulatory action
- No Charity Commission inquiry, Official Warning or Gazette insolvency notice naming this charity was found, and its register entry shows no regulatory alert;[18] it is not among the charities named in the Commission's cheque-cashing class-inquiry announcements (May, September and December 2025) or in the September 2026 statement of results.[19][20][21][22] The charities in the Commission's settlements class inquiry (opened August 2026) have not been named, so it is not known whether this charity is among them.[23]
- Register figures differ from the accounts. The register records income of £50,000 and spending of £0 for 2024, against receipts and payments of £55,353 in the accounts; it records nil income for 2020 to 2023 (PDF p.3).[3][2]
- Trustees dated after the year. The register dates the appointments of Ilan Allali, Eyal Taoz and Lilo Tzarfati from 8 September 2025, after the year covered by the report that lists them as trustees.[3][2]
- Recipient's staff as trustees. Three of the five trustees are employees of the foundation that receives the charity's donations (PDF p.1).[2]
- Wrong charity number. The report's header gives the charity number as "282633" (PDF p.1).[2]
