Havas Media Group USA LLC is the US media agency of the French advertising group Havas. From February 2023 to October 2025 it was registered under the US Foreign Agents Registration Act (FARA) as an agent of the Israeli government's Ministry of Tourism, acting "through the Israeli Government Advertising Agency [LAPAM]".[1][2] Its filings show about US$2.95 million received for the Israeli account from "HGG HAVAS MEDIA" in July–September 2023, before the war.[3] From 2025 another Havas company, Havas Media Germany, was the paying client for Israel's US influence contracts with firms such as Clock Tower X.[4]
FARA registration
The company registered under FARA (registration no. 7106) on 8 April 2022, initially for Promote Iceland. Its registration statement says it was organised in New York on 28 November 1997, with another business address in Miami. It also says it was indirectly owned by Havas SA, which Vivendi had wholly acquired in December 2017.[5] On 27 February 2023 it added two foreign principals, Tourism Fiji and the Government of Israel, Ministry of Tourism. The Israeli principal acted through LaPam's advertising department, at 9 Ahad Haam Street, Tel Aviv.[1]
