Gesher (Hebrew: גשר, "bridge"; in full גשר – מפעלים חינוכיים, "Gesher – Educational Enterprises") is an Israeli non-profit association, registered number 580054062, based at Herzog 75, Jerusalem.[1] It was founded by Rabbi Dr Daniel Tropper, whom its website calls its "נשיא ומייסד" (president and founder).[2] Its chair is Orit Adato, described on the website as "יו"ר גשר | רב גונדר בדימוס ותא"ל מיל." (Chair of Gesher; retired Rav-Gondar and Brigadier General, reserves).[2]
Gesher runs encounter programmes between religious, secular, traditional and Haredi Jewish Israelis. Its website lists "חיילים ומפקדים" (soldiers and commanders) among its audiences, alongside youth, teachers, students and media workers.[2] Since 2000 it has worked inside the Israel Defense Forces (IDF), and it now runs this work through a unit it calls "מכון גשר לכוחות הביטחון" (the Gesher Institute for the Security Forces). Of the 22 programmes listed on its website in October 2026, eight are for the IDF and the security forces.[3][4][5] Its main UK funder is the London charity British Friends of Gesher, whose trustees' reports for 2016/17 to 2018/19 described Gesher's IDF officer training.[6]
Work with the Israel Defense Forces and security forces
How Gesher describes the work
Gesher's home page has a section headed "לכוחות הבטחון" (For the security forces), which reads in full: "מחזקים את הלכידות והמשמעות בצה״ל ובמערכי הביטחון באמצעות סדנאות דיאלוג מותאמות." (We strengthen cohesion and meaning in the IDF and the security establishment through tailored dialogue workshops.)[1] The home page also lists "ימי עיון לכוחות הביטחון" (study days for the security forces) among its activities. It welcomes new facilitators who will work "בבתי ספר, בחדרי מורים, בכוחות הביטחון, בין מילואימניקים, במכינות, במרכזי נוער ועוד" (in schools, staff rooms, the security forces, among reservists, in pre-military academies, youth centres and more).[1]
The security-forces page is headed "גשר לכוחות הביטחון, מצמיחים הנהגה קשובה" (Gesher for the security forces: growing attentive leadership). It states:[5]
- (The Gesher Institute for the Security Forces works to strengthen the resilience of units, on the understanding that resilience rests on three complementary components: the individual, the group and the command. The institute strengthens a sense of mission, builds trust and cohesion, and develops leadership and command among commanders. It gives tools for attentive command that can handle the human and social diversity of the unit and turn it into a unifying force.)
- (The Gesher Institute for the Security Forces works to strengthen the resilience of military units through experiential and practical workshops held in the units and adapted to the command and social challenges in the field. The workshops give commanders and soldiers tools for attentive command, for managing complex discussion, and for strengthening interpersonal communication and unit cohesion.)
- (In addition, the institute runs processes for working through experiences of service and combat, and builds in routines of values-based and meaningful command discussion. These processes help build cohesive units based on trust, responsibility and a shared sense of mission. In this way the Gesher Institute helps commanders and units not only to lead missions but to build strong, united teams with a sense of meaning.)
The programmes
The page lists seven programmes under the heading "התוכניות של מכון גשר לכוחות הבטחון" (The programmes of the Gesher Institute for the Security Forces).[5] Each programme page names "עדי סיאני, מובילת כוחות הביטחון" (Adi Siani, lead for the security forces) as the contact. Several of the programmes refer to "התקופה" (the period) and "המלחמה" (the war). The pages were online, and were archived, in 2026, during the genocide in Gaza.

IDF delegations to the Diaspora
An eighth military programme is listed under Gesher's leadership institute rather than the security-forces institute: "משלחות צה"ל לתפוצות – כל ישראל ערבים זה בזה" (IDF delegations to the Diaspora – All Israel are responsible for one another).[14] Gesher describes it as follows:
- ""כל ישראל ערבים זה בזה", הוא מיזם ייחודי של מכון גשר למנהיגות יחד עם חיל החינוך והנוער בצה"ל, מנהלת עמ"י, ומשרד התפוצות המפגיש קצינים בדרגות רס"ן מכלל יחידות הצבא עם קהילות יהודיות בתפוצות, במטרה להעמיק את תחושת השייכות והחיבור בין חלקי העם היהודי בארץ ובעולם."
- ("All Israel are responsible for one another" is a unique project of the Gesher Leadership Institute together with the IDF Education and Youth Corps, the Am"I directorate and the Ministry of Diaspora Affairs, which brings together officers of the rank of major from all army units with Jewish communities in the Diaspora, in order to deepen the sense of belonging and connection between the parts of the Jewish people in Israel and around the world.)
- (The project is based on the understanding that the IDF – as the army of the Jewish people – bears a values-based and educational responsibility for strengthening the bond between the State of Israel and the whole Jewish people. The direct, authentic and unmediated encounter with Jewish communities overseas also strengthens among the participants the sense of mission and meaning in their military service, and sharpens their role as commanders and educators in the future generation of the IDF's senior command.)
- (The delegations are made up of officers of the rank of major from all sectors of the army, who form the future generation of command in the IDF. They are carefully selected on the basis of their professionalism, their values and their wish to deepen their personal and national identity.)
The page says that the trip lasts about a week and includes meetings with the "שגריר, קונסול, נספח צבאי" (ambassador, consul, military attaché).[14] Gesher states that it set up the Am"I directorate in cooperation with the Ministry of Diaspora Affairs.[2]
History of the work with the IDF
Gesher's timeline gives the year 2000 as "תחילת הפעילות בצה"ל" (the start of activity in the IDF): "השקת שיתוף פעולה עם צה"ל. הובלת סדרות חינוך (סד"חים), ימים בבה"ד 1 וימי עיון למפקדים ולחיילים, במטרה לחזק את הלכידות וההיכרות עם גווני החברה הישראלית." (Launch of cooperation with the IDF. Leading education series (sadachim), days at Bahad 1 and study days for commanders and soldiers, in order to strengthen cohesion and acquaintance with the shades of Israeli society.)[4]
In October 2019 Gesher's website had a section headed "גשר לכוחות הבטחון" (Gesher for the Security Forces), with a page on study days for Haredi soldiers; the same page was online in November 2023. It says that since the November 2013 intake the IDF, led by its Education Corps, has held a preparation week for Haredi recruits "בו "גשר" לוקחת חלק" (in which Gesher takes part), and that "המטרה המרכזית של ימי העיון היא חיזוק תחושת המוכנות, ההזדהות והשייכות לשירות בצבא ההגנה לישראל, שהוא צבא במדינה יהודית ודמוקרטית" (the main aim of the study days is to strengthen the sense of readiness, identification and belonging to service in the Israel Defense Forces, which is an army in a Jewish and democratic state).[15][16]
How Gesher's UK funder described the work
British Friends of Gesher listed the officer training among "the following programmes" for which it raised funds in the UK. Its trustees' report for 2016/17 lists "Israel Defence Forces officer's training course; working with over six thousand officer soldiers annually, essentially the future leadership of Israel, to train them to lead soldiers who will be very different to themselves and from many different backgrounds."[6] The reports for 2017/18 and 2018/19 state: "Gesher continues to work with the IDF and train over 6,000 officers annually on how to lead others different than they are. These are the future leaders of Israel."[17][18] Its report for 2021/22 describes a programme run with the Jewish Agency for students in "pre-army academies".[19] The full quotations are on the British Friends of Gesher page.
The charity's later reports do not mention the IDF. The report for 2020/21 describes Gesher's new Am"I programme "to strengthen the relationship between Israelis and Jews in the Diaspora".[20] The reports for 2022/23, 2023/24 and 2024/25 each say only that the charity "has continued to raise awareness and funds in the UK to support Gesher in Israel, including the Israeli Dialogue project".[21][22][23] Gesher uses the name "Israeli Dialogue" both for a schools project[24] and for one of the programmes of its security-forces institute.[8] The reports do not say which was supported.
The charity's grants to Gesher are paid from unrestricted funds, apart from £500 in 2023/24 from a restricted fund whose purpose is not stated. Its accounting policy states: "Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees."[23] The accounts record no conditions on the grants.[22]
Leadership from the security sector
On the "About" page, chair Orit Adato writes: "הצטרפתי להנהלת גשר לפני כעשר שנים, מתוך תובנה לאחר קרוב ל-30 שנות שירות במגזר הביטחוני בהן נחשפתי לחברה הישראלית על עוצמותיה וחולשותיה, כי המרכיב החשוב ביותר בביטחון הלאומי שלנו במדינת ישראל הוא החוסן החברתי." (I joined Gesher's management about ten years ago. After nearly 30 years of service in the security sector, in which I was exposed to Israeli society in its strengths and weaknesses, I had come to understand that the most important component of our national security in the State of Israel is social resilience.)[2] The same page states: "החוסן החברתי הוא המרכיב החשוב ביותר בביטחון הלאומי שלנו" (social resilience is the most important component of our national security).[2]
Civilian programmes
Gesher's list of programme pages names 22 programmes. Eight are military: the seven programmes of the Gesher Institute for the Security Forces and the IDF delegations to the Diaspora. The other 14 are civilian:[3]
(Gesher for seminaries)
- "ריטריט הקשבה לסטודנטים" (listening retreat for students)
- "ימי עיון וסיורים לחברות וארגונים" (study days and tours for companies and organisations)
(Tehuda course)
- "הכנה לתעסוקה לחברה חרדית" (employment preparation for Haredi society)

(Ofir Program)
(Israeli society study day)
(Global Gesher, with Keren Kayemeth LeIsrael)
This is a count of programmes, not of spending. Gesher's published material does not show how its spending is divided between them.
Other activity
- Kfar Etzion. Gesher dates its founding to a seminar in 1970 held "בתוך מבנים ירדניים נטושים בכפר עציון" (inside abandoned Jordanian buildings in Kfar Etzion), a settlement in the occupied West Bank.[2] The Jewish Telegraphic Agency described the same retreat as held "at Kibbutz Kfar Etzion, south of Jerusalem in the West Bank".[25]
- Israeli government. Gesher states that it worked "בשיתוף פעולה עם משרד התפוצות והקמנו את מנהלת עמ"י" (in cooperation with the Ministry of Diaspora Affairs, and we set up the Am"I directorate).[2] Israeli budget records list government support and contracts for Gesher from the Ministries of Education, Diaspora Affairs, Foreign Affairs, Religious Services, Settlement and National Missions and Finance, the Prime Minister's Office, and a 2015 Israel Prison Service contract for staff workshops. They list no payment from the Ministry of Defence; defence procurement is largely not published in these records.[26] Gesher reported income of ₪22,836,267 and 148 employees for 2024.[27]
UK funding
- British Friends of Gesher (charity 291846) states in its accounts that its grants "relate to grants made to Gesher, an educational organisation in Israel".[6] The grants in its accounts for the ten years to 5 April 2025 total £1,276,491; the yearly figures are on the British Friends of Gesher page.
