Cormac Smith is a British strategic communications specialist. He served as deputy director of communications at the UK Cabinet Office until December 2018. Earlier he was strategic communications adviser to the Ukrainian foreign minister, attached to the British Embassy in Kyiv. He has subsequently acted as a private citizen providing commentary on Ukraine-related issues and has been associated with the Cabinet Office’s National Security Communications Team.[1]
Career
Smith worked as strategic communications adviser to the Ukrainian foreign minister while attached to the British Embassy in Kyiv. In that role he advised Ukraine’s Ministry of Foreign Affairs on communications, including engagement with outlets such as StopFake. After leaving the Cabinet Office (deputy director of communications until December 2018) he has continued to comment publicly on Ukraine, including allegations concerning Russian conduct, and has maintained contact with former Ukrainian colleagues. Reporting on UK–Ukraine information-operations cooperation places him in the cluster of Cabinet Office and CSSF-linked personnel involved in strategic communications support to Ukraine.[1]
He has been linked to the National Security Communications Team (NSCT), a Cabinet Office body focused on influencing public opinion (including around the Sergei Skripal case) and funded through the Foreign Office’s Conflict, Stability and Security Fund. Other NSCT-associated personnel in the same reporting include Henry Collis.[1]
