William Malpas Clarke (born 5 June 1922) was a banker, publisher, author and neoliberal journalist. He was one of the original trustees of the Wincott Foundation, [1] a neoliberal trust set up by Ralph Harris of the Institute of Economic Affairs in 1969. Clarke was 'at one time Financial Editor of The Times and head of the British Invisible Exports Council - to good effect in disentangling the complicated financial questions involved in the collapse of one of history's greatest empires.'
