Tetra Tech International Development (Tetra Tech International Development Limited, Companies House number 03799145) is a contractor to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). Companies House records the company as incorporated on 1 July 1999, with status "Active", nature of business "70229 - Management consultancy activities other than financial management".[1][2] It is a named supplier on Lot 1 and Lot 3 of the CSSF Framework Agreement 2023–27.[3] Contracts Finder lists 5 published CSSF award(s) to the organisation with a combined stated value of £4,975,047. FCO and FCDO payments to it over £25,000 recorded in published departmental spending data total about £178,223,038; these figures cover all FCO/FCDO (and, after September 2020, former Department for International Development) programmes and are not limited to the CSSF.[4]

Overview

Tetra Tech International Development Limited was formerly Coffey International Development; it is part of the US-listed Tetra Tech group, which also acquired the WYG group, whose WYG International B.V. now trades as Tetra Tech International Development BV.[5][6]

CSSF/ISF and other UK government work

The Independent Commission for Aid Impact (ICAI) reviewed the CSSF's aid spending in March 2018 and gave it an amber-red score, finding the fund responsive to National Security Council priorities but with weak results management and inadequate evidence of outcomes and value for money.[7] ICAI published a follow-up review in 2019.[8]

Controversies and criticism

In March 2022 the World Bank announced a settlement with Tetra Tech International Development B.V. concerning sanctionable practices on a project in Somalia.[9]

The World Bank said the misconduct took place in Somalia's SCORE project: in 2016 the company did not disclose an agent who was also a subcontractor, or the commissions to be paid to that agent, and in 2017 it entered the subcontract without the client's prior approval. The bank imposed a 15-month conditional non-debarment, reduced in recognition of the company's "significant cooperation", including self-reporting.[9]

The Guardian reported in September 2021 that Afghans who had worked on UK-sponsored counter-terrorism, security and justice projects for contractors including Coffey International (later Tetra Tech International Development) were in hiding from the Taliban. Some had been refused relocation under the UK's ARAP scheme because they were employed indirectly through contractors.[10]
