Stav Shaffir (born 17 May 1985) is an Israeli politician. She was elected to the Knesset for the Labor Party in 2013 at the age of 27, and served until 2020. She now leads the Green Party.[1] As chair of the Knesset's committee on government transparency she held hearings in 2018 on the secrecy of the Ministry of Strategic Affairs and Public Diplomacy's overseas campaigns.[2]
Career
According to the Jewish Women's Archive, Shaffir served as a military journalist in the army, earned a journalism degree from City University in London in 2009, and helped organise Israel's 2011 social justice protests. In the Knesset she joined the Finance Committee and campaigned for budget transparency.[1] Her own website says she founded and chaired the Knesset's transparency committee, and that in 2017 she chaired the OECD parliamentary committee on transparency and anti-corruption. It also says she helped form the Democratic Union alliance in 2019 and gave up her own seat to make it possible.[3]
Scrutiny of the Ministry of Strategic Affairs
On 17 December 2018 the transparency committee held a follow-up hearing, "Transparency in the activity of the Ministry of Strategic Affairs and Public Diplomacy". The protocol includes these points:[2]
- the ministry's activity was put at NIS 262 million: NIS 70 million paid, NIS 192 million committed, and NIS 126 million of it for Concert;
- the ministry had written to Shaffir on 16 December 2018 about "non-overt engagements" worth NIS 23 million;
- Kela Shlomo (later Concert) had received two donations totalling about NIS 3 million.
The hearing formed part of a wider public challenge to the ministry's secrecy. That challenge also included a High Court petition by the lawyer Shachar Ben-Meir.[4]
