Simon Whitbourn (Simon John Whitbourn, born December 1964) is a British solicitor. He is the principal behind Knightwood Legal, a maritime-law practice; he is the director, secretary and majority owner of Knightwood Legal (Global Consulting) Ltd (company number 05208724) and also runs an SRA-regulated sole practice under the name.[1]
Career
Companies House records Whitbourn as a director and person with significant control of Knightwood Legal (Global Consulting) Ltd (75–100% of shares and votes) since 18 August 2004.[1] In December 2017 a Turks and Caicos Islands Government press release described "Mr. Simon Whitbourn, Solicitor for the MCA United Kingdom" as part of a Maritime and Coastguard Agency (MCA) team visiting the islands to discuss maritime legislation under a CSSF project.[2] In 2023 and 2024 the MCA awarded Knightwood Legal two single-tender Conflict, Stability and Security Fund contracts, worth £373,800 in total, for "legal advice and drafting of national maritime legislation for UK Overseas Territories", on the basis that the Government Legal Department was "unable to provide support for the work".[3][4] Whether Whitbourn was at any time an employee of the MCA, which would make this a revolving door case, has not been confirmed.[2]
