Rosie Cooper

Rosie Cooper is a Member of Parliament (MP) for the British Labour Party. She represents the constituency for West Lancashire. She was elected to parliament in the May 2005 General Election with a majority of 6,084 votes.[1] In the 2015 general election she retained her seat with an increased majority of 8,360. [2]

Lobbyist helped with election campaign

Paul Street, a consultant and lobbyist for Lexington Communications, previously worked on two of Cooper's election campaigns. He has also worked for the Environment Agency as an external relations and liaison officer.

Lexington Communications provides lobbying and consultancy services to notable fracking companies Cuadrilla and IGas.

Opposition to fracking

‬‬ Cooper has expressed strong opposition towards fracking. In February 2015, she was among a handful of MPs to vote in favour of a moratorium on fracking, saying in parliament:

'I will not support fracking while there is any question of environmental damage or threats to the safety of residents, and as someone from a science background I have not been convinced of the arguments in support of fracking.'
'I believe residents want to be assured of their safety, not bribed with the inducements of community benefits.' [3]

In June 2015, Cooper supported Lancashire County Council's decision to reject Cuadrilla's fracking planning application. [4] Reacting to the government's decision to overturn the council's vote in October 2016, Cooper said:

'Today’s decisions by the communities secretary shows complete and utter contempt for local decision-making and the will of local residents here in Lancashire. He has put big business interests ahead of resident’s interests. No attempt at bribing residents with inducements of community benefits will reassure them this decision is the right one. Business interests have overridden substantial environmental damage or threats to resident’s safety. The belief this Conservative government has listened to local people and their elected representatives is laughable.' [5]

In December 2016, Cooper expressed her opposition to the government's shale wealth fund and plans to 'bribe' local residents with financial compensation. [6]

Cooper’s constituency includes two shale licence blocks, both awarded to Aurora Energy by the Oil and Gas Authority under the 14th licensing round in 2015. There are plans to conduct 2D and 3D seismic surveying; in 2016 no applications or plans for shale wells were underway. [7] In 2017, however, Aurora Energy carried out seismic testing and in January 2018 announced it was putting in planning applications to drill and frack near Formby.

Voting record

Cooper has generally voted in favour of increased regulations on fracking. [8]

  • 26 January 2015: voted in favour of making fracking companies apply for an environmental permit before conducting exploratory drilling. She also voted in favour of an amendment to the Infrastructure Bill to include an 18-month moratorium on fracking.
  • 11 February 2015: absent for a vote on requiring more pre-conditions for where fracking can take place.
  • 16 December 2015: absent for a vote on weakening regulations on fracking in protected areas and national parks.
