Phil Jones served as the UK Special Defence Advisor to the Ministry of Defence of Ukraine from 2013 to 2018, based in Kyiv both before and after the 2014 events. He participated in NATO Strategic Communications Centre of Excellence coordination meetings, including a February 2015 meeting in Latvia to assess Ukraine’s strategic communications needs. In 2020 he served as personal adviser to Ukraine’s Minister of Defence under the UK Stabilisation Unit. He has also been a board member of the Centre for Defence Strategy in Ukraine (financed by the National Endowment for Democracy and UKAid). His long-term presence in Kyiv places him at the centre of the UK’s early and sustained defence and strategic-communications capacity-building relationship with Ukraine.[1]
Career
Jones’s posting as UK Special Defence Advisor (2013–2018) overlapped with the period of intensified MoD strategic-communications and information-operations support to Ukraine. This included work by officers such as Colonel Gerry Osborne and Lieutenant Colonel Ewen Murchison (Military Strategic Effects), mentoring by the Joint Information Activities Group, and later involvement of the 77th Brigade. Jones’s participation in the February 2015 NATO StratCom Centre of Excellence coordination meeting in Latvia formed part of the assessment of Ukraine’s strategic-communications requirements. His subsequent role as personal adviser to the Ukrainian Minister of Defence in 2020 under the Stabilisation Unit, and his board membership of the NED- and UKAid-financed Centre for Defence Strategy, extended the same capacity-building relationship.[1]
