One Heart Israel is a charitable incorporated organisation (association model) with a constitution of 5 August 2019, registered on 14 May 2020; its register contact address is in Stroud GL5.[1][2] Its registered objects are the advancement of the Christian faith "in Jerusalem, and other parts of the world" and the relief of those in need through abuse, hardship or ill-health.[1] The 2025 report describes its goal as "to introduce the Christian story of the unconditional love of God, through acts of service to Arab and Jewish residents of Jerusalem's Old City and environs", so that believers might identify as "the 'One New Man' ... before each identifies ethnically as Jewish or Arab" (PDF p.1).[3] It "employs two remunerated staff members, the Field Director (FD) and the Deputy Field Director (DFD) who cannot be named for security reasons" (PDF p.1).[3] The trustees are Brian Grant Talbot (chair), Mary Elisabeth Rosie, Elaine Venning, Shirley-Anne Chance and Celia Weltner, who must "subscribe and adhere to, in belief and lifestyle, the Statement of Faith" (PDF p.6–7).[3] In 2025 receipts were £67,342 and payments £66,563, including salaries and national insurance of £42,105 (PDF p.9).[3]

  • 2025 payments: salary and national insurance £42,105; insurance ("Social Security Israel and Medical Insurance") £535; rent £1,574; travel £4,023; vehicle hire £1,128; study and language classes £2,851; "Private Gifts" £5,440 (PDF p.9).[3]

Activity beyond the Green Line and support for the IDF

Findings are graded by confidence. "Partner" findings concern the Israeli recipient organisation, not proven use of UK funds.

Evidence of activity beyond the 1949 armistice line
Finding Confidence
The accounts place the work in "Jerusalem's Old City and environs" (PDF p.1).[3] The work described is Christian ministry and counselling among residents; no settlement activity is described. High

Support for the IDF: No IDF or military funding is stated.[3] The report says the Deputy Field Director "is still experiencing difficulties in gaining their permanent Israeli ID card and Israeli passport" (PDF p.1).[3]

Controversies and regulatory action

  • No Charity Commission inquiry, Official Warning or Gazette insolvency notice naming this charity was found, and its register entry shows no regulatory alert;[6] it is not among the charities named in the Commission's cheque-cashing class-inquiry announcements (May, September and December 2025) or in the September 2026 statement of results.[7][8][9][10] The charities in the Commission's settlements class inquiry (opened August 2026) have not been named, so it is not known whether this charity is among them.[11]
  • Accounting errors. The receipts and payments account gives cash at the year end as £1,343, while the statement of assets gives £1,026 beside the template's "Agreement Error" flag; a £1,192 transfer between funds is counted as a receipt; and payments include "Private Gifts" £5,440 (2024: £41) and "Drawings" £982 (PDF p.9–10).[3]
  • Giving figures and dates. The report says regular giving rose "3fold to a monthly £12,000, which translates into nearly 25% of our donated income", which cannot be reconciled with annual donations of £36,333 from individuals and £8,384 from organisations; the independent examiner, Thomas Payne FCCA, dated his report 1 June 2026, before the trustees approved theirs on 6 June 2026 (PDF p.5, 8–9).[3]
