Oded Yinon is an Israeli journalist and the author of "A Strategy for Israel in the Nineteen Eighties", published in Hebrew in Kivunim in February 1982 and known as the Yinon Plan. Israel Shahak translated it into English. The publisher's note to Shahak's edition says that Yinon "is an Israeli journalist and was formerly attached to the Foreign Ministry of Israel".[1]

The 1982 essay

The essay appeared in Kivunim (Directions), "A Journal for Judaism and Zionism", issue 14, published by the Department of Publicity of the World Zionist Organization in Jerusalem.[1] Yinon wrote that "Lebanon's total dissolution into five provinces serves as a precedent for the entire Arab world including Egypt, Syria, Iraq and the Arabian peninsula". He argued that "the dissolution of Syria and Iraq later on into ethnically or religiously unique areas such as in Lebanon, is Israel's primary target on the Eastern front in the long run".[2]

On Lebanon, he described a state with "no centralized power, but only 5 de facto sovereign authorities": a Christian north under the Franjieh clan supported by Syria, an east under Syrian control, a Phalangist Christian enclave in the centre, and in the south "up to the Litani river" a PLO-controlled region and "Major Haddad's state of Christians and half a million Shi'ites".[2] The publisher's note, by the Association of Arab-American University Graduates, argued that the 1982 invasion of Lebanon "aims to effect certain parts of this plan".[1]

Other writing

Shahak's notes cite an earlier article by Yinon, "Egypt's Population Problem", in The Jerusalem Quarterly, no. 15, spring 1980.[1]
