Michael Flood is a US-based strategic communications professional and co-founder of Innovative Communications & Strategies LLC (InCoStrat), a Washington, DC-registered firm. He has been listed as senior principal and president of InCoStrat and as the government business point of contact on the firm’s US federal registration filings (SAM/CAGE). InCoStrat was one of the principal contractors used by the UK Foreign and Commonwealth Office (later FCDO) and Ministry of Defence for strategic communications and media operations support to the Syrian moderate armed opposition.[1][2][3][4]

InCoStrat and the Syria work

InCoStrat was formed in 2014. US registration materials list the firm at 600 Pennsylvania Avenue SE, Suite 200, Washington, DC, with Flood as contact person / government business POC (title: President) and as senior principal alongside CEO Robbie Harris. The firm’s own bid documents and subsequent reporting describe it as providing strategic campaign planning, narrative development, message distribution and feedback in support of policymaking, including political and military strategic communications, counter-extremism and post-conflict work.[1][2][5]

The 2016 Guardian reported that the UK Conflict, Stability and Security Fund contract for “strategic communications and media operations support to the Syrian moderate armed opposition” (initially held by Regester Larkin) was taken over by InCoStrat from November 2014. An InCoStrat spokesman confirmed the firm was “providing media and communication support to the moderate Syrian opposition”. Leaked FCO documents published by The Grayzone in 2020 showed InCoStrat claiming a network of over 1,600 journalists and influencers, more than 120 reporters and 130 stringers inside Syria, production of video, radio, print and social-media content, and the establishment of FM radio stations and community magazines. The firm described its work as “managing and delivering a multi donor project in support of UK Foreign Policy objectives… specifically providing strategic communication support to the moderate armed opposition”.[3][4]

Professional listings identify Flood as co-founder of InCoStrat from January 2014. He has also been listed as President & CEO of The FED, LLC (from 2008) and earlier in business development at CSC.[6][7]
