Paul Tilley MBE is a British former senior military officer and strategic-communications specialist. He co-founded Incostrat (Innovative Communications & Strategies) with Emma Winberg in November 2014 and later founded Innovation and Insight FZE (IN2), a Dubai-based communications firm. From 2010 to 2012 he served as Director of Strategic Communication and Crisis Planning (Middle East and North Africa) for the UK Ministry of Defence. Intelligence Online has described him as regularly involved in British influence operations, particularly those supporting Syrian rebel groups.[1][2]

Military career

Tilley served in the British military from 1984 to 2010. He attended the Royal Military Academy Sandhurst (Military Commissioning Course, 1984–1985) and later completed postgraduate study at the Defence Academy (Advanced Command and Staff College, 2006–2007) and MA-level study in Defence Studies and International Relations at King’s College London (2006–2007). He has been described as a former senior UK military leader. He holds the MBE and the Queen’s Commendation for Valuable Service (QCVS) for meritorious service.[1][3]

Ministry of Defence and early consultancy

From 2010 to 2012 Tilley was Director of Strategic Communication, Crisis Planning (MENA) at the UK Ministry of Defence. From 2012 to 2014 he worked as a Director at Regester Larkin (later part of Deloitte), where he was involved in strategic-communications work. In November 2014 he co-founded Incostrat with Emma Winberg; the firm took over the UK FCO contract for strategic communications and media operations support to the Syrian moderate armed opposition. Tilley served as Chief Operations Officer / Founder at Incostrat until 2017.[1][4]

IN2 (Innovation and Insight)

In 2017 Tilley founded Innovation and Insight FZE (IN2), a Dubai-based modern communications company operating across the Middle East, Africa and Europe. IN2 provides crisis planning, management and two-way communications services, with a focus on climate change, migration, economic uncertainty and conflict. The firm has offices in Dubai, London, Erbil, Damascus, Amman, Nairobi, Warsaw and Delhi and has described a team of around 160 people. Intelligence Online reported in 2017 that Tilley, who works regularly for the FCO on communications in countries in crisis, had opened a discreet office in Turkey, and in 2021 that with IN2 he had taken charge of PR for the British component of the anti-Daesh coalition. Tilley has continued to speak on crisis communications, AI-enabled delivery and behaviour-change programmes.[1][5][2]
