Itad (Itad Limited, Companies House number 01869600) is a contractor to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). Companies House records the company as incorporated on 7 December 1984, with status "Active", nature of business "71122 - Engineering related scientific and technical consulting activities".[1][2] It is not among the named suppliers on Lots 1 and 3 of the CSSF Framework Agreement 2023–27; the 37 Lot 2 suppliers were "redacted on National Security grounds".[3] Contracts Finder lists 4 published CSSF award(s) to the organisation with a combined stated value of £14,287,612. FCO and FCDO payments to it over £25,000 recorded in published departmental spending data total about £12,837,958; these figures cover all FCO/FCDO (and, after September 2020, former Department for International Development) programmes and are not limited to the CSSF.[4]

Overview

Itad describes itself as drawing on "around 70 in-house specialists in monitoring, learning, evaluation and strategy" and "a network of more than 500 trusted consultants", with offices in Brighton and Washington; it says it was formed in 1984.[5]

CSSF/ISF and other UK government work

Itad states that it provides monitoring, evaluation and learning (MEL) services for the CSSF in South Asia, in a consortium "led in partnership with Conflict Management",[6] and for CSSF programmes in the British Overseas Territories.[7] Its partner Integrated International describes a three-year (2022–2025) CSSF MENA MEL contract with "ITAD Limited" as prime implementing partner, covering Jordan, Yemen, Egypt and the Occupied Palestinian Territories.[8] Altai Consulting states that it worked with Itad, "the prime on this contract", on MEL for CSSF programmes in East Africa and Somalia.[9]

Itad says that in July 2018, with partner Altai Consulting, it was contracted to provide MEL support to CSSF North Africa, including a three-year evaluation of the CSSF North Africa portfolio and "its strategic effect".[10] It also runs a MEL unit for CSSF programme teams in the Middle East, assessing work "from community peacebuilding to strategic communications to security programmes", and says it has evaluated the Fusion Doctrine.[11] Itad was also among the suppliers awarded a place on Lot B of the original 2015 CSSF framework agreement.[12]

The Independent Commission for Aid Impact (ICAI) reviewed the CSSF's aid spending in March 2018 and gave it an amber-red score, finding the fund responsive to National Security Council priorities but with weak results management and inadequate evidence of outcomes and value for money.[13] ICAI published a follow-up review in 2019.[14]
