Sir David Pepper was the head of Government Communications Headquarters (GCHQ), a British signals intelligence agency, from 2003 to 2008.

He is chairman of the government's Defence Science and Technology Laboratory board since 1 August 2014. [1]

  • On the advisory board of defence company Thales UK, an armament technology company, since September 2009 [2] Approved by ACOBA "Approved subject to the condition that, for 12 months from his last day of service, he should not be personally involved in lobbying UK Government Ministers or Crown servants, including Special Advisers, on behalf of his new employer".[3]
  • Non-executive position on the management board of Gloucestershire County Council 2008-2010 [1] The role was approved 'subject to the condition that, for 12 months from his last day of service, he should not be personally involved in lobbying UK Ministers or Crown servants, including Special Advisers, on behalf of his new employer, the normal three-month waiting period being waived'.[5]
  • Defence Strategy & Solutions LLP - Strategic Adviser, July 2009. Approved by ACOBA "subject to a waiting period of 12 months from his last day in post and the condition that, for two years the same date, he should not be personally involved in lobbying the UK Security & Intelligence Agencies on behalf of his new employer".[3]
  • Consultant, SNC-Lavalin ('one of the leading engineering and construction groups in the world'), June 2010. Was given "unconditional approval" by ACOBA to take up the role.[6]
