Cloaca Maxima Ltd
Cloaca Maxima Limited is a British private limited company based in London, operating as a professional services firm specializing in management consulting and strategic advisory services.[1] Founded in 1996 by Dennis Stevenson, Baron Stevenson of Coddenham, it provides high-level guidance and board-level support.[2] The company is named after the Cloaca Maxima, an ancient Roman sewer system.[3] The name may have been chosen in jest, reflecting the term's biological and colloquial meanings as a sewer or privy.[2] Cloaca Maxima Ltd, based at Dean Trench Street in London is a secretive consultancy set up by Dennis Stevenson in 1996.[4] It is named after a large Roman Sewer[5] and is used by Stevenson to channel funds from corporations on the board of which he sits. For example the 2002 Annual Report of HBOS noted that:
- The fee payment to Dennis Stevenson comprises payments made to him personally and to Cloaca Maxima (of which company Dennis Stevenson is a director) in respect of the provision of his services as Chairman of the Group of £472,500 (2001 - £350,000) and payments made in respect of his services as a Director of St James's Place Capital of £nil (2001 - £12,500) where his directorship ended on 21 February 2002.[2]
One of the directors of Cloaca Maxima is Heneage Stevenson, trustee of the arts organisation Second Movement and development manager at Bee Bee Developments[6], a company that was the largest landowner in mid-town London. On its website, Bee Bee Developments claims to have relationships with a number of private sector organisations, particularly banks, including Halifax Bank of Scotland[7] Cloaca Maxima Limited, previously known as SRU (Dennis Stevenson) Limited from its incorporation on 2 September 1996 until the name change on 4 March 1997,[2] was not related to the earlier Specialist Research Unit (SRU), a separate market research consultancy founded by Dennis Stevenson, Baron Stevenson of Coddenham and Peter Wallis (also known as Peter York) in the early 1970s.[8] Cloaca Maxima Limited was not created as a result of the original SRU ceasing to exist. The original SRU, founded in the early 1970s, continued operations and was sold to the Brunswick Group in 2000, after which Peter York bought it back in 2003.[2] Cloaca Maxima, incorporated in 1996, appears to be a separate personal consultancy vehicle for Dennis Stevenson, distinct from the original SRU.[2] There is no definitive information confirming whether Cloaca Maxima operated from the same premises as the original SRU. Cloaca Maxima is registered at Little Tufton House, 3 Dean Trench Street, London, SW1P 3HB.[9] While some sources mention SRU's address in connection with associated entities in London, no specific matching address for the original SRU was found in the available records.
What is in a name
Observation: Cloaca is a technical biological term for the "anus analog" in some primitive organisms (fishes, certain birds, and some mammalians); it also means: "A sewer or a privy". Given the nature of the name, one suspects that it was coined in jest, and thus indicates the nature of the organization.[2] The company's registered office is at Little Tufton House, 3 Dean Trench Street, London, SW1P 3HB.[10] As of September 2024, it reported net assets of £5.615 million, with total assets of £5.873 million and 5 employees.[1]

Record of activities and controversies
Cloaca Maxima Limited operates in the business support services sector, providing consultancy services.[10] It has been described as a secretive consultancy used to channel funds from corporations where Dennis Stevenson held board positions, such as HBOS.[2] In 2002, HBOS paid £472,500 to Stevenson and Cloaca Maxima for his services as chairman.[2] Controversies primarily stem from its association with Dennis Stevenson's tenure at HBOS, which collapsed during the 2008 financial crisis, leading to a forced merger with Lloyds TSB.[12] Stevenson was criticized for governance failures.[12] Until 2022, Cloaca Maxima was a person with significant control of Vanneck Limited.[20]
