Chemonics International Inc. is a Washington, D.C. development contractor that implements donor-funded programmes, principally for the United States Agency for International Development.[1] Its British subsidiary, Chemonics Group UK Limited, holds call-off contracts with the Foreign, Commonwealth and Development Office, including delivery of the Partnership Fund for a Resilient Ukraine Phase 2.[2] Published programme-spend tables list payments to Chemonics International Inc. from the Foreign and Commonwealth Office in 2020 and from the FCDO in 2021 and 2022.

Company

Secondary profiles date the firm to 1975, founded by Thurston F. Teele as a subsidiary of Erly Industries, and describe a London office opened in 2019 to contract with British and other European donors.[3] The USAID inspector general describes it as “a private international development firm based in Washington, DC”.[1]

Chemonics Group UK Limited (company number 14411359) was incorporated on 11 October 2022. It is an active private limited company, registered at 1 Benjamin Street, Farringdon, London EC1M 5QL, with nature of business 70229 (management consultancy other than financial management).[4] Last accounts retrieved were group accounts made up to 31 December 2024.[5]

Active directors on the filing retrieved in October 2026 included Teresa Ann Basi (British, born August 1970, appointed 4 October 2024), Phyllis Rutledge Caldwell (American, born August 1959, appointed 30 September 2025) and Andrea Lucille Ledford (American, born September 1965, appointed 1 October 2025).[6] Susanna Mudge, a former chief executive of the American parent, ceased to be a director on 16 September 2025.[5]

United States work

Chemonics is a prime contractor to USAID. Under the Global Health Supply Chain – Procurement and Supply Management contract it managed health-commodity logistics, including in Nigeria.[1] On 20 December 2024 the USAID Office of Inspector General said the company had agreed to pay $3,119,582 to resolve allegations that it violated the False Claims Act.[1] The release said Chemonics disclosed the billing in 2020. The settlement concerned charges by its Nigerian subcontractor Zenith Carex, between June 2017 and March 2020, for long-haul delivery billed by truck tonnage rather than commodity weight, and for last-mile delivery above the subcontract rate. The inspector general said Chemonics failed to detect the overcharging for more than two years “due to systematic process and personnel failures, including inadequate financial controls, monitoring, and oversight”.[1]

British contracts

On 1 October 2024 the FCDO awarded call-off contract ISF-9385-2024 to Chemonics Group UK Limited for the Partnership Fund for a Resilient Ukraine Phase 2. The Find a Tender notice gives a total final value of £19,371,795 excluding VAT, a three-year term, delivery in Ukraine, and six offers received. The competition was run under the Conflict, Stability and Security Fund framework 2023, since renamed the Integrated Security Fund, and scored on the most economically advantageous tender. The notice states that Chemonics “achieved the highest score overall”. A secondary listing of the same award gives a figure of £58,115,385.[7] The notice itself is the figure used here. A framework agreement for the Global Evaluation and Monitoring Framework Agreement 2, lot 1, number ecm_7709, dated 1 September 2025, names Chemonics Group UK Limited of 1 Benjamin Street as supplier to the Secretary of State for Foreign, Commonwealth and Development Affairs. It runs to 31 August 2028 unless ended earlier.[8] Chemonics UK also publishes tenders as an implementing body, including procurement under the Partnership Fund and a call for research under the FCDO-funded XCEPT programme.[9] That call said XCEPT is “Implemented by: Chemonics UK” and “Funded by: UK International Development, via the Foreign, Commonwealth & Development Office”.

Reported link to information operations
