Chemonics Group UK Limited is the British company through which Chemonics International Inc. contracts with the Foreign, Commonwealth and Development Office.[1][2] It was incorporated on 11 October 2022. Published awards include the Partnership Fund for a Resilient Ukraine Phase 2 and a place on the Global Evaluation and Monitoring Framework Agreement 2.[2][3]

FCDO awards

Partnership Fund for a Resilient Ukraine Phase 2

On 1 October 2024 the FCDO awarded call-off contract ISF-9385-2024 to Chemonics Group UK Limited for the Partnership Fund for a Resilient Ukraine Phase 2. Find a Tender notice 035543-2024 gives a total final value of £19,371,795 excluding VAT, delivery in Ukraine, a three-year term, and six offers received. The competition was a call-off from the Conflict, Stability and Security Fund framework 2023, since renamed the Integrated Security Fund, scored on the most economically advantageous tender. The notice states that Chemonics “achieved the highest score overall and therefore are the successful bidder”. Evaluation framework

Framework agreement ecm_7709, Global Evaluation and Monitoring Framework Agreement 2, lot 1 (global high-value contracts), is dated 1 September 2025 and made between the Secretary of State for Foreign, Commonwealth and Development Affairs and Chemonics Group UK Limited of 1 Benjamin Street. It runs to 31 August 2028 unless ended earlier. The supplier is marked eligible for portfolio monitoring, evaluation and learning contracts and for emergency monitoring, evaluation and learning, and not eligible for Independent Commission for Aid Impact work. Other contracting authorities may use the agreement.

XCEPT

A call for concept notes issued on 27 August 2025 for the Cross-border Conflict Evidence, Policy and Trends programme said the research fund was “Implemented by: Chemonics UK” and “Funded by: UK International Development, via the Foreign, Commonwealth & Development Office”.Chemonics UK, XCEPT Call for Concept Notes: Future Horn, Future Sudans Contracts Finder, 27 August 2025. Successful applicants “will be contracted directly by Chemonics UK, which manages the XRF”. The call covered the Horn of Africa and invited comparison with conflict-affected areas including Syria, Lebanon, Iraq and Yemen.

Relation to the American parent

Payments in FCO and FCDO programme-spend tables for 2020–22 were recorded against Chemonics International Inc., not against this company, which did not exist until October 2022. The British entity is the named supplier on the 2024 Ukraine call-off and the 2025 evaluation framework.
