AECOM Infrastructure & Environment UK (Aecom Infrastructure & Environment Uk Limited, Companies House number 00880328) is a contractor to the Foreign, Commonwealth and Development Office (FCDO) under the Conflict, Stability and Security Fund (CSSF). Companies House records the company as incorporated on 27 May 1966, with status "Active", nature of business "74901 - Environmental consulting activities".[1][2] It is a named supplier on Lot 1 of the CSSF Framework Agreement 2023–27.[3] Contracts Finder lists 5 published CSSF award(s) to the organisation with a combined stated value of £1,284,204. FCO and FCDO payments to it over £25,000 recorded in published departmental spending data total about £29,125,758; these figures cover all FCO/FCDO (and, after September 2020, former Department for International Development) programmes and are not limited to the CSSF.[4]
Overview
AECOM Infrastructure & Environment UK Limited is the British arm of the US-listed engineering and consultancy group AECOM. In April 2016 AECOM announced that an alliance it led, Delivering Procurement Services for Aid (DPSA), would handle global procurement and logistics for the Department for International Development (DFID), sourcing items including vehicles, communications and IT hardware, pharmaceuticals and shelters through a Dubai headquarters and a London office. Partners included TWI and Damco, with Olive Group providing "risk and security" support. AECOM's Steve Morriss said that "much development assistance [is] now earmarked for fragile and conflict-affected states".[5]
CSSF/ISF and other UK government work
AECOM held a place on Lot C (Defence Support Services) of the original 2015 CSSF framework.[6] In August 2017 the Defence Infrastructure Organisation (DIO), working with the Foreign and Commonwealth Office and Permanent Joint Headquarters, named AECOM as one of six suppliers on an overseas "principal support provider" framework worth an estimated £60 million over four years, covering design, project management and construction services for overseas military and diplomatic estates. The others were Atkins, Mott MacDonald, Ramboll, Ridge & Partners and WYG.[7] Outside the UK, AECOM's parent company announced a USAID contract worth up to US$177 million for the Afghanistan Stability in Key Areas (SIKA) – East programme.[8]
The Independent Commission for Aid Impact (ICAI) reviewed the CSSF's aid spending in March 2018 and gave it an amber-red score, finding the fund responsive to National Security Council priorities but with weak results management and inadequate evidence of outcomes and value for money.[9] ICAI published a follow-up review in 2019.[10]
