Background

Campbell previously worked in the Conservative Research Department alongside other architects of Cameron's so-called "social Conservatism", including Ed Llewellyn, Steve Hilton, Rachel Whetstone, Catherine Fall, and Ed Vaizey.[2]

Working for Cameron's Conservative opposition, Campbell - described as "the stats man" - was "Always present in the background".[3]
