The Council for Emerging National Security Affairs (CENSA) is an American organisation which lobbies on foreign policy issues.

Background

The stated aim of CENSA is:

To shape U.S. national security policy by advancing the innovative perspectives and long-range planning concepts of a select group of non-partisan professionals. CENSA seeks to become the premier venue for virtual collaboration in addressing emerging national security affairs and policy renewal.[1]

According to the website, its current areas of focus are as follows:

  • Assessing the National Security Strategy and National Military Strategy: Content and Institutions
  • The China-Taiwan tangle
  • Missile Defense
  • The resource debate: DoD, State Dept., and the NSC
  • Global shifts in sources/relevance of power
  • Reorganizing government for national security decisions
  • The problem of making strategy in the U.S. with case studies
  • Non-U.S. views on our foreign policy
  • New approaches to foreign aid[2]

People

In a June 2010 article in The Sunday Times, journalist Isabel Oakeshott explained that:

About a quarter of the members listed on [CENSA's] website have a background in intelligence. They include Matthew Thompson, a former CIA analyst in the Directorate of Intelligence; Jeff Benson, who worked in the US Office of Naval Intelligence; Sean Bielat, who serves in the United States Marine Corps Reserve as an intelligence watch officer; and Paul Crespo, who served as a defence and naval attaché at American embassies in the Balkans, the Gulf and Latin America. Coffey was encouraged to establish a London chapter by one of his former army commanders.[3]
