Steven J. Fustero is the founder of the International Association for Counterterrorism and Security Professionals which publishes the Journal of Counterterrorism & Homeland Security International.

In the 1980s Fustero was the circulations director for Nation's Business, the in house magazine of the U.S. Chamber of Commerce. He left Nation's Business in October 1986 to set up his own business. [1] The New Jersey based The Star-Ledger reports that "After several counterterrorism newsletters flopped in the mid-1980s, Fustero's wife and mother urged him to find cheerier work. But he persisted..." [2]

In 1997 Fustero set up several websites associated with the International Association for Counterterrorism and Security Professionals and established IACSP’s Washington based not-for-profit foundation, the Counterterrorism & Security Education and Research Foundation (CTSERF).
