Levy2 is a charitable incorporated organisation (foundation model) registered on 12 April 2022; its principal office is in Hove BN3.[1][2] It was "established by an unrestricted grant from the Joseph Levy Foundation following an agreement signed on 24 March 2022"; 360Giving data record a grant of £3,030,000 from the Joseph Levy Foundation on 24 March 2022, described as "Unrestricted funding" (PDF p.4).[2][3] Its objects are such charitable purposes as the trustees determine, and it "does not accept unsolicited applications for support".[4] The trustees are J Tobias-Tarsh, M Levy and C Giat (Jeremy Gershon Tobias-Tarsh, Melanie Tamsin Levy and Claudia Simone Giat on the register, all from 12 April 2022); M Levy and C Giat signed as co-chairs (PDF p.3).[2][4] "During the year, the Trustees made the difficult decision to close the charity", and "almost all of the assets have been awarded as grants"; the accounts for the year to 31 March 2026 are prepared on a break-up basis (PDF p.4).[2] In 2024/25 it gave £1,500,567 to Barzilai Medical Centre, and in 2025/26 £1,597,181 to the Sussex Community Foundation and £164,000 to the Ashkelon Foundation (PDF p.13).[2] Funds fell from £1,912,561 to £446 (PDF p.8).[2] The accounts were examined by Michelle Ferris FCA DChA of Albert Goodman LLP, Taunton, whose report draws attention to the non-going-concern basis.[2]

Funding in Israel

Ashkelon seen from the south (2007); Barzilai Medical Center, to which the charity gave £1,500,567 in 2024/25, is in Ashkelon
  • 2024/25: £1,500,567 to Barzilai Medical Centre, out of grants of £1,560,567 (PDF p.13).[2]
  • 2025/26: £164,000 to the Ashkelon Foundation, out of grants of £1,951,181; the grantee is not further identified (PDF p.13).[2]

Israeli partners

Barzilai Medical Centre, which says of itself: "Its location in the heart of the city of Ashkelon"; and an Ashkelon Foundation not further identified.[2][5]

Activity beyond the Green Line and support for the IDF

Findings are graded by confidence. "Partner" findings concern the Israeli recipient organisation, not proven use of UK funds.

Evidence of activity beyond the 1949 armistice line
Finding Confidence
Barzilai Medical Center's own website places it "in the heart of the city of Ashkelon".[5] High (recipient's site gives the city)

Support for the IDF: No IDF or military funding is stated in the accounts. Barzilai Medical Center's history page says that in 1961 it had "15 beds for the IDF's use"; this is the hospital's history and is not linked to Levy2's grant.[2][5]

Controversies and regulatory action

  • No Charity Commission inquiry, Official Warning or Gazette insolvency notice naming this charity was found, and its register entry shows no regulatory alert;[6] it is not among the charities named in the Commission's cheque-cashing class-inquiry announcements (May, September and December 2025) or in the September 2026 statement of results.[7][8][9][10] The charities in the Commission's settlements class inquiry (opened August 2026) have not been named, so it is not known whether this charity is among them.[11]
  • Mislabelled investment note. The investment note heads the 2026 column "Market value as at 1 April 2024" (PDF p.14).[2]
  • Ashkelon Foundation not identified. The accounts do not say which Ashkelon Foundation received £164,000. An Israeli body, The Ashkelon Foundation, says "The Joseph Levy Charitable Foundation of England generously agreed to donate" to heat and cover Ashkelon's municipal swimming pool; a UK charity named Ashkelon Foundation (1107768) also exists. The grantee is not established.[2][12][4]
