The register describes its activities as: "The charity's activities are to promote and support health, education and welfare of communities. It also supports humanitarian aid when required. Funding in Israel

  • 2024 grants £64,455 (2023: £115,079): British Friends of Midreshet Harova £9,000, the CST £5,400, Hasmonean High School £5,400 and Chai Cancer Care £5,400; 2023 grants included Finchley Jewish Primary School Trust £32,000, JFS Charitable Trust £10,080, Shaare Zedek £9,990, University Jewish Chaplaincy £8,550, Laniado UK £6,804 and Bar Ilan University £6,500 (PDF p.14).[2] Shaare Zedek UK, Laniado Hospital UK and The British Friends of the Bar-Ilan University have Powerbase profiles (batches 3, 5 and 7); their identity with the recipients rests on the names.

Israeli partners

Midreshet Harova, a women's seminary whose offices are at 50 Chabad Street in the Old City of Jerusalem, funded through its British friends' charity.[2][9]

Activity beyond the Green Line and support for the IDF

Findings are graded by confidence. "Partner" findings concern the Israeli recipient organisation, not proven use of UK funds.

Evidence of activity beyond the 1949 armistice line
Finding Confidence
British Friends of Midreshet Harova (£9,000) supports a seminary located in the Old City of Jerusalem,[9] which UNESCO's World Heritage Committee treats as occupied territory.[10] Partner finding; use of the funds was not traced.[2] High – Old City of Jerusalem

Support for the IDF: No IDF or military funding is stated.[2]

Controversies and regulatory action

  • No Charity Commission inquiry, Official Warning or Gazette insolvency notice naming this charity was found, and its register entry shows no regulatory alert;[11] it is not among the charities named in the Commission's cheque-cashing class-inquiry announcements (May, September and December 2025) or in the September 2026 statement of results.[12][13][14][15] The charities in the Commission's settlements class inquiry (opened August 2026) have not been named, so it is not known whether this charity is among them.[16]
  • Settlors' discretion and connected grant. The report states that "grants may be made by the Settlors without reference to the other trustees"; donations came from the trustees and "a company controlled by them" (PDF p.5–6).[2] In 2023 the foundation gave £32,000 to the Finchley Jewish Primary School Trust (PDF p.14),[2] of which trustee Dr Gillian Marks is a register trustee (1121959).[1]

Other registers and records

Scotland and Northern Ireland

No entry was found on the Scottish Charity Register for this charity (register export dated 14 October 2026, searched by name).[17] No entry was found on the Charity Commission for Northern Ireland register (API name searches returned zero results).[18]

The Gazette

Searches of The Gazette notice feeds (all notices, insolvency and company) for the charity's name found no insolvency, winding-up or strike-off notice.[19]

Grants recorded by 360Giving

No grants received or made by this charity are recorded in 360Giving data.[20]

Sanctions screening

The charity's name, its current register trustees, trustees named on archived register pages, trustees and officers named in the accounts read for this profile and (for charitable companies) its Companies House officers were screened against the UK Sanctions List and the OFSI Consolidated List. No match was found. Viatcheslav Moshe Kantor (UK sanctions ID RUS1127) does not appear among this charity's trustees or officers.[21]

Land and property

The register records that the charity owns and/or leases land or property.[1] No title registers were purchased; the HM Land Registry interactive search blocked automated access.[22] Candidate titles and addresses (CCOD dataset and register/accounts data):[23]

  • Investment property £131,847 at 31 December 2024, at historical cost (rent £10,196); address not stated – Accounts (PDF p.9–10, 16); the trust is unincorporated, so no CCOD company match is possible (source: [2])

Parliament

Hansard exact-phrase searches for "Mutley Foundation", "Ann and David Marks Foundation" returned 0 contributions in total.[24]

Web archive

The UK Government Web Archive holds 2 archived Charity Commission register pages used in this profile (cited in the sections above). The 2021 archived full print showed the status "Charity reporting is up to date (on time)" and "Other regulators: No information available".[3]
