He has held successive roles linking the UK Home Office’s Research, Information and Communications Unit (RICU), its European export vehicles and private contractors in the same ecosystem.

His trajectory runs from commercial PR (Warwick Emanuel, Chime, Bell Pottinger Sans Frontieres) into the post-conflict strategic-communications contractors (Albany Associates), then into the RICU-linked European structures (SSCAT, RICU-I, Network Hub, ESCN). The Network Hub and ESCN roles overlapped with the period in which Breakthrough/Zinc personnel were exporting the RICU “hub” model of deniable campaign production to European civil-society organisations. Miller’s 2022 report on the Radicalisation Awareness Network lists Havill among the senior ESCN staff with significant prior history in RICU-linked work.[2]
