Luke Havill is a British strategic communications practitioner specialising in preventing and countering violent extremism (P-CVE). He has held successive roles linking the UK Home Office’s Research, Information and Communications Unit (RICU), its European export vehicles and private contractors in the same ecosystem.

Career

  • European Strategic Communications Network – Head of Advisory Team, Apr 2019 – Present. Location: Brussels. Providing advice to EU Member State governments and DG HOME on the use of strategic communications in P-CVE.
  • The Network Hub – Development Director, Mar 2018 – Mar 2019. Location: London, United Kingdom. Building the capacity of civil society organisations across Europe to sustainably improve their reach and impact into communities where vulnerable individuals may be at risk of radicalisation.
  • RICU-I – Communications Adviser Europe, Aug 2017 – Mar 2018. Location: London.
  • Syria Strategic Communications Advisory Team – Head Of Consultancy, Jan 2016 – Aug 2017. Location: Brussels/London.
  • Albany Associates – Senior Associate, Jan 2013 – Jan 2016. Providing innovative communications strategies and solutions in challenging and transitional environments.
  • Bell Pottinger Sans Frontieres – Consultant, Jul 2010 – Jan 2013. Location: Curzon Street, Mayfair, London. Solving and managing complex geo-political problems and large-scale reputational issues.
  • Chime Communications – Graduate, Aug 2009 – Jul 2010.
  • Warwick Emanuel PR – Executive, 2009.[1]

His trajectory runs from commercial PR (Warwick Emanuel, Chime, Bell Pottinger Sans Frontieres) into the post-conflict strategic-communications contractors (Albany Associates), then into the RICU-linked European structures (SSCAT, RICU-I, Network Hub, ESCN). The Network Hub and ESCN roles overlapped with the period in which Breakthrough/Zinc personnel were exporting the RICU “hub” model of deniable campaign production to European civil-society organisations. Miller’s 2022 report on the Radicalisation Awareness Network lists Havill among the senior ESCN staff with significant prior history in RICU-linked work.[2]
