The Israel Center for Social & Economic Progress 'an independent pro-market public policy think tank since 1984'[1]
The late Arthur Seldon was a member of The Israel Center for Social & Economic Progress (ICSEP) run by Daniel Doron a former Israeli intelligence officer and Special Consultant to the US Embassy in Tel Aviv. The US ICSEP board includes Irving Kristol, while the UK ICSEP has, Sir Stanley Kalms (ex-Treasurer of Conservative Party), Lord Harris (Institute for Economic Affairs), Lord Young (British Telecom, Cable & Wireless, and British Aerospace) and Sir David Alliance (who paid the Labour Party more than £5,000 for dinner tickets in 1998) and Gerald Ronson the convicted fraudster.
Richard Fox — is part of Fitch's Sovereign group which rates Israel's economy.
David Lewis (one of its UK 'friends') is also a member of the Conservative Friends of Israel

ICSEP, founded in 1983 as an independent pro-market public policy thinktank, has an Israeli Board of Advisors comprised of over forty of the country's most distinguished economists, jurists and social scientists. ICSEP is completely non-partisan, its board members representing all Israel's universities and a broad spectrum of opinions. All Board members agree, however, that Israel's economy needs basic structural reform.

Daniel Doron, Director
After serving in Air Force Intelligence during Israel's War of Independence and studying Sociology and Economics at the Hebrew University, Doron pursued a career in literature, journalism and government (under Teddy Kollek, then director-general of the Prime Minister's Office). Doron was delegated by the Prime Minister's Office to serve as Special Consultant to the US Embassy in Tel Aviv.
He subsequently resumed his studies as a Fellow of the University of Chicago's Committee on Social Thought, and then with Lionel Trilling and Jacques Barzun as a Visiting Scholar at Columbia University. Since 1973, Doron has been involved in political and economic reform in Israel, helping to found the Shinui (Change) Party.
Doron was sole representative of the internationally-renowned artist Shalom of Safed, arranging his 15 museum exhibitions. Doron's film on Shalom won several awards and represented the US in international festivals.
Since 1983, Doron has devoted all his time to ICSEP. He served on an economic advisory group for Prime Minister Binyamin Netanyahu and on the Israel Government Council for National and Economic Planning, is a member of the Board of the Entrepreneurial Center of Tel Aviv University, and a member of the Mont-Pelerin Society. He has published articles in The Wall Street Journal, the Financial Times, The New Republic, The Weekly Standard and Reason as well as in other US publications and in the Israeli press. He is a regular columnist for The Jerusalem Post.
Research
ICSEP's Director of Research is Hebrew University Professor of Economics David Levhari, former President of the Falk Economic Research Institute and an economist of international renown.
Administration
ICSEP has a small core administrative staff and hires outside expert help for each of its projects, thereby cutting costs and achieving operational flexibility and quality.
