Emms Nazareth, also known as the Nazareth Trust, is a Scottish charitable company that runs the Nazareth Hospital EMMS, the Nazareth School of Nursing and the Nazareth Village visitor centre in Nazareth, Israel.[1][2] It was incorporated on 23 November 2001, registered as a charity on 28 December 2001 and registered in Israel as a foreign company on 23 December 2001; it took over the work in Israel on 1 September 2002.[3][4] The hospital dates from a medical mission begun in 1861 by the Edinburgh Medical Missionary Society.[2] In 2025 it reported income of £80.4 million and over 900 staff, of whom only four were employed in the UK.[1][2]
Objects and activities
The charity's object on the Scottish Charity Register begins: "The relief of sickness, poverty or suffering by the establishment, maintenance etc of Medical Missions in accordance with Christian principles ... in Israel and/or elsewhere"; it also covers "the advancement of the Christian religion throughout the World", education "as to the teachings, life and times of Jesus of Nazareth" and medical education and research.[1]
The register describes its work as: "Provide health and spiritual care through our hospital, visitors centre, volunteer service and school of nursing". Main operating location: City of Edinburgh; staff: 900.[1] Other names on the register: The Nazareth Trust, The Nazareth Hospital, The Nazareth Hospital EMMS, The Nazareth School of Nursing, SERVE Nazareth, The Nazareth Village.[1]
The 2025 trustees' annual report states that:
- the hospital serves a catchment of about 570,000 people and recorded about 236,000 patient encounters in 2025 (PDF p.3);[2]
- the nursing school, founded in 1924, is described as the "only Arab nursing school in Israel"; its BA programme runs with Ono Academic College (PDF p.4);[2]
- the Nazareth Village visitor centre has had more than one million visitors since 2001.[2]

Source: OSCR annual-return history.[1]
The 2025 statement of financial activities (in £ thousand) shows income of £80,428k: charitable activities (hospital patient services) £59,683k, government allocations £16,760k, donations £2,765k and other trading £1,220k; expenditure was £69,313k.[4] Note 14 breaks the government grants down as operations £8,258k, a "National incentive" £3,712k and construction and equipment £4,790k (2024 total: £12,047k).[4] The accounts say that "Over 70% of the revenues of The Hospital are derived from patient services, coming from HMOs" (Israeli health funds), at rates set by the Israeli Ministry of Health, and that on 13 May 2026 the Ministry recognised the company as "a financially stable hospital for the year 2026".[4] Officers' remuneration totalled £1,123k (2024: £784k).[4] The accounts were audited by KPMG Somekh Chaikin, Israel.[2]
Funding in Israel
All of the charity's operations are in Israel: the hospital, the nursing school and the Nazareth Village are all in Nazareth.[4][2] Money flows to Israel are therefore the charity's own spending, not grants to third parties. Restricted income in 2025 was £7,011k, of which £4,790k was government money for construction and equipment and £2,221k was donations.[4]
Israeli partners
- Israeli health funds (HMOs) – the main source of patient revenue.[4]
- Israeli government / Ministry of Health – £16,760k of grants in 2025.[4]
- Ono Academic College – academic partner for the nursing BA.[2]
Activity beyond the Green Line and support for the IDF
Findings are graded by confidence. "Partner" findings concern the recipient organisation, not proven use of the charity's funds.
| Finding | Confidence |
|---|---|
| All operations (hospital, nursing school, Nazareth Village) are in Nazareth, inside the 1949 armistice line.[4] | Not established |
| The hospital "cooperates with the Israeli government to be prepared for local or national emergencies such as war" (TAR PDF p.16).[2] | Low (civil emergency preparedness) |
Support for the IDF: No IDF or military funding is stated. Civil emergency preparedness with the Israeli government (protected beds, a fortified dialysis unit) is described.[2]
The 2025 report says that "In 2025, the security situation in Israel escalated": the hospital prepared about 50 protected beds and moved dialysis to a fortified unit (PDF p.5), and it describes the effect of the 12-day war with Iran (PDF p.11).[2] It also states: "The Hospital also cooperates with the Israeli government to be prepared for local or national emergencies such as war" (PDF p.16).[2] Notes to the accounts refer to the "Swords of Iron" war from 7 October 2023 and to operations "Am Kalavi" and "Shaagat HaAri" in 2025 and 2026, after which "Nazareth Village experienced a significant decline in revenues" (accounts PDF p.14).[4]
Controversies and regulatory action
- No OSCR inquiry report or Gazette insolvency notice naming the charity was found; the Gazette results are only routine Companies House filing-list entries.[5][1]
- Scale of state funding. Although it is registered as a Scottish charity, the charity's income comes mainly from Israel's public health system: over 70% of hospital revenue is from Israeli health funds, and a further £16.8m in 2025 came from Israeli government grants.[4] The Scottish board therefore governs what is in practice an Israeli public hospital.
- Trustee lists out of step. Azar Ajaj is listed as a trustee in the 2025 report but left Companies House as a director on 8 April 2026 and is not on the OSCR list; Fuad Dagher and Imad Younis were appointed in 2026.[3][2][1]
Other registers and records
Scotland and Northern Ireland
The charity is registered with OSCR as SC032510, Regulatory Type "Standard"; its annual returns for 2021–2025 were all received.[1] No Northern Ireland registration was found. No England and Wales registration was found either; the CCEW names "Nazareth Trust Fund" (210503, Ferndown) and "EMMS" (1009683, East Midlands Museums Service) are unrelated.[6]
The Gazette
Gazette searches for "EMMS Nazareth" and "Nazareth Trust" found only routine Companies House filing-list entries in the Edinburgh Gazette, and no insolvency notice.[5]
