Harold Bertram Rose (born 9 August 1923) is a British neoliberal economist. He was one of the original trustees of the Wincott Foundation, [1] a neoliberal trust set up by Ralph Harris of the Institute of Economic Affairs in 1969. He was also a director of the IEA spin-off Civitas from February 2001 until 3 May 2006.
