Charity Commission inquiry
On 14 May 2025 the Charity Commission announced a statutory class inquiry after an unannounced HM Revenue and Customs visit to a company in Hackney found that 105 charities had cashed cheques with that company to a value of £22 million between December 2021 and March 2023. The Rehabilitation Trust was named among the first ten charities placed under inquiry, alongside Inspirations, Beis Aharon Charitable Trust Limited, Mifal Hachesed Vehatzedokoh, Friend of Beis Soroh Schneirer, One Heart – Lev Echod, Yad Vochessed Association Limited, Friends of Beis Chinuch Lebonos Trust, Chasdei Dov Trust and Friends of Mercaz Hatorah Belz Macnivka. Those ten were prioritised using factors including the number of cheques issued and the total value cashed.Dami Adewale, Regulator launches probe after more than 100 charities cashed cheques worth £22m Third Sector, 14 May 2025. The Commission said it would examine how the charities transferred funds, how trustees oversaw what happened to funds exchanged for the cheques, whether the cash was used to support the charities’ purposes, and how trustees determined that the transactions were in each charity’s best interests. It issued an order temporarily stopping the charities under inquiry from issuing cheques without prior consent. Charities entered the class inquiry in later tranches. On 9 September 2026 the Commission removed four charities from the inquiry — The Z.S.V. Trust, Bnois Jerusalem Schools, Forty Limited and Friends Of Yeshiva Daas Sholem Shotz — after finding they had issued open cheques but were undertaking charitable activities in line with their purposes. Those four were not among the original ten.
